- Request for Information (RFI) Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) AN/USQ-190(V) The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to repair the Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) AN/USQ-190(V). The level of security clearance is secret and the amount of foreign participation has not been determined. The current RMC/RMSC codes is ""3RD"" which states repair for the second or subsequent time, directly from the actual manufacturer. The �R� indicates the data or the rights to use the data needed to purchase this part from additional sources are not owned by the Government and it has been determined that it is uneconomical to purchase them. The Repair Suffix Code (RMSC) is a ""D"" which indicates that data needed to compete for contract repair is not physically available. The Government has determined that this system is a military unique item and no commercial item exists that is equivalent in nature. The Government does not own or have access to the technical data package(s) for these items. The Government has determined that this system is a� noncommercial item. Contractor shall furnish all material, support equipment, tools, test equipment, and services.� The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Samples are not available for evaluation to respond to this Request for Information. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Current sole source contractor for this effort is Data Link Solutions (DLS) CAGE Code: 081U3. The Government does not intend to award a contract on the basis of this sources sought. INSTRUCTIONS: 1. The document(s) below contain a description of the MIDS JTRS requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company's capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Our repair services strategy covers the four remaining ordering period�s years and will continue through FY26. These NSNs are additions to Appendix A. The projected quantities will be Best Estimated Quantities (BEQ) based on current and projected future demands. The Government's needs for repair services are required in order to support current and future combat capabilities for multiple air and ground platforms. MIDS JTRS is an advanced command, control, communications, computing and intelligence system incorporating high-capacity, jam-resistant, digital communication links for exchange of near real-time tactical information, including both data and voice, among air, ground, and sea elements. MIDS supports key theater functions such as surveillance, identification, air control, weapons engagement coordination and direction for all Services. MIDS-JTRS Technical Description: MIDS JTRS is a secure, jam resistant and high capacity communication and positioning system that uses a uniquely defined waveform in the 960-1215 Megahertz (MHz) Ultra High Frequency (UHF) range for digital voice and packet message communication. MIDS is interoperable with AN/URC-107 (JTIDS) terminals that utilize the Joint Interoperability of Tactical Command and Control Systems (JINTACCS) TADIL-J series message standard defined in Military Standard (MIL-STD) 6016. MIDS provides JTIDS functionality at reduced cost, weight and size thereby meeting space limitations for aircraft and other platforms. MIDS is capable of exchanging Link-16 J Series messages and voice concurrently among other MIDS and JTIDS Class 2 terminals in a hostile Electromagnetic Environment (EME). MIDS contains a Secure Data Unit (SDU) embedded in the Signal Message Processor (SMP). The nodeless system distributes encrypted information at high data rates and with jamming resistance sufficient to produce highly reliable and assured communications in a hostile EME. MIDS will interface with existing communications and data systems on host platforms and work successfully in any required application. MIDS NSNs will also be one and two way interchangeable/linked with NSNs purchased and repaired via a second vendor repairing like sub configurations. MIDS-JTRS Configurations: While the MIDS-JTRS terminal has common basic functionality, unique military service components and platform requirements have resulted in various terminal configurations that are available in several MIDS International Program Office approved products. The MIDS terminal provides a Link-16 capability for space and weight constrained platforms, for example; USN F/A-18, USAF F-16, and Eurofighter. This includes all airborne, ground and maritime platforms throughout the Department of Defense. However, numerous other platforms are integrating MIDS-JTRS. The MIDS-JTRS configuration consists of two Line Replaceable Units (LRU's), the Receiver/Transmitter (R/T) and the Remote Power Supply (RPS). The R/T contains all digital and Radio Frequency (RF) functions and the post regulator and control section of the power supply. The maximum distance between terminal and irradiating RF antenna is 50 feet. The RPS contains the power line filters and the pre regulator section of the power supply that can be located up to 15 feet away from the R/T. The ability to physically separate these LRUs provides flexibility in adapting MIDS-JTRS for integration on an array of platforms with varying installation and power source requirements.
