Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Uniformed Services University of the Health Science Infection Disease Clinical Research Program (USUHS IDCRP) to negotiate on a sole source basis in accordance with (IAW) FAR 6.302-1 with the Henry M. Jackson Foundation for the Advancement of Military Medicine Inc., 6720-A Rockledge Drive, Suite 100 Bethesda, MD 20817-1891 as the only responsible source that can provide the simultaneous execution of multiple interrelated observational and epidemiological protocols. The USHUS IDCRP requires procurement of the simultaneous execution of multiple interrelated observational and epidemiological protocols that include, but are not limited to, addressing issues integral to informing new and emerging clinical practice guidelines and clinical recommendations as well as modifying or updating existing standards for several different disease therapies, resolving high priority gaps for military operational infectious diseases and providing solutions to the DoD requirements-drive research management process and leveraging results of protocols to rapidly implement clinical studies. The award of a sole source contract will help with ongoing research and currently established protocol populations and to prevent losses in existing enrolled subjects in follow-up phases of respective studies. The continuity and validity of the data collected requires a constant observation and collection and analyzation of data from the protocol population. The results of all the protocols are severely degraded in their actual utility if the data is not continuous because it is impossible to draw conclusions from the results of the protocol with any gap in data collection and observation. Any delay in the continuous and constant observation and collection of data from the protocol populations severely impacts the continuity and validity of past, current and future data and can require the studies to be restarted from the beginning. As a result the Henry M. Jackson Foundation is the only source that can provide the required services and award to any other source would result in unacceptable delays which would significantly impair the ability of future phases of research to be conducted successfully within the USUHS IDCRP. The North American Industry Classification System (NAICS) for this requirement is 541715 and the PSC Code is AN11. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Henry M. Jackson Foundation for the Advancement of Military Medicine Inc. All questions and responses concerning this notice shall be emailed to Brandon Roebuck at brandon.m.roebuck.civ@health.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 09 September 2022.
