- Please see� Amendment 01 attached which changes the Inspection and Acceptance and Delivery location from Dongara Australia to Wallops Virginia. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. This combined synopsis/solicitation is being issued as a Request for Quote (RFQ) No. NE-EB2000-22-01066, which result in an award for the purchase of five (5) Spectrum Analyzers and associated rack mount kits. This RFQ is brand name specific. No other brands will be accepted. See Brand Name Justification attached. The RFQ clauses and provisions are those in effect thru Federal Acquisition Circular 22-05 effective 03/07/2022.� This acquisition is being solicited as unrestricted. The NAICS code applicable to this requirement is 541511. Only one award will be issued as a result of this solicitation via issuance of simplified acquisition/commercial item purchase order. The specific requirements are described in the Statement of Need (SON) (below). Along with a total price quote, the Offeror shall provide a price list in reference to the items listed in the Statement of Need. Brief Description of Services Procure five (5) Brand Name �Keysight Technologies� Spectrum Analyzers and associated rack mount kits. Statement of Need The new spectrum analyzers will replace existing HP 8590 series spectrum analyzers that are currently being used in the United States Space Force (USSF) Remote Ground Station (RGS) in Dongara, Australia. These units will allow satellite operations to monitor the RF uplinks and downlinks from the Continental United States (CONUS) and determine if the in-theatre operational users are receiving properly formatted RF links. These spectrum analyzers will also be used to facilitate troubleshooting of the as-built ground system and assist in RF interference (RFI) analysis. All five of these analyzers will be utilized, L&S-band downlinks for antennas and the primary RF uplink.
