- This is a Request for Information (RFI) (SOURCES SOUGHT) as outlined in FAR 15.201(c)(3) and is to gain knowledge of and identify interest, capabilities, and qualifications of experienced Architect-Engineer (AE) firms, including Indian Economic Enterprises (IEEs). This notice is intended strictly for Market Research to determine if a set aside can fulfill the requirements set forth in this request for information. AE Firms are requested to reply to this announcement with a response to the specialized qualifications listed below. The type of work to be performed will be categorized under PSC code C1DA � Architect & Engineering - Construction: Hospitals and Infirmaries and NAICS code 541330 Engineering Services, with a size standard of $22.5 million. The following information is tentative and meant to provide interested firms with an idea of the general nature of the anticipated work. The Government reserves the right to update this information as project planning documentation is published and updated. The information below represents the most current information available and may be superseded upon publication of the preliminary planning information, which will be provided by the Government in the subsequent synopsis.� Overview of Anticipated Contract The Indian Health Service under Public Law 92-582 (the Brooks act) and FAR Part 36 procurement procedures, anticipates issuing a Request for Proposal (RFP) and subsequent award for a single award contract for Architect-Engineer services to design a replacement Whiteriver Hospital, a 395,844 gross square foot building.� The Architect-Engineer firm will prepare a Construction Documents Package to be used to select a general contractor to construct the replacement hospital. The anticipated period of performance is 540 days after Notice to Proceed for design, 270 days for the construction solicitation period, and an additional 1095 days for the construction contract administration. The current Whiteriver Indian Hospital, 200 W Hospital Dr, Whiteriver, AZ 85941, is located in eastern Arizona in the community of Whiteriver on the Fort Apache Indian Reservation. The existing hospital is located about three miles north of Whiteriver and serves approximately 17,050 users (White Mountain Apache Tribe (WMAT) Tribal members and other AI/ANs living in communities around the area). Residents to the northwest are served through the only other IHS facility in the Whiteriver Service Unit, the Cibecue Health Center, approximately 50 miles from Whiteriver. Cibecue is a small ambulatory health facility. The new hospital is planned to serve a Primary Service Area (PSA) projected user population of 19,088 in 2030. Services at the new facility will be expanded to include the following additional services: Transitional Care, In-Patient Surgery, Mammography, Occupational Therapy, Speech Therapy, and Comprehensive Pain Management. The construction site is geographically limited, which presents the unique challenge of locating the 395,844 gross square foot building, and 1,335 parking spaces on the partially sloping, 14 acres at the south side of the existing hospital campus. The Estimated Construction Cost is $500,000,000.00. In accordance with FAR 36.609, the project will be subject to FAR clause 52.236-22 Design Within Funding Limitations. RESPONSES - SUBMITTAL Responses must be limited to five (5) letter-size pages or less, in Microsoft Word or Portable Document format (PDF).� Include the following: 1. Company Information: �Provide your firms contact information to include SAM UEI, cage code, name, address, and point of contact with verifiably correct telephone number and email address. 2. Location: Provide geographical location of the office with respect to the area of the project and knowledge of the locality of the project. 3. Indicate if a solicitation is issued will your firm/company be submitting an SF330 (Yes/No) Interested parties SHALL NOT submit a SF330 in response to this Sources Sought Notice. 4. Type of Business: Large Business, Native American-owned (IEE**), SBA certified 8(a), SBA Certified HUB Zone, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Business (WOSB), and/or Small Businesses (SB). For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov.� � � � �a. **For Indian owned business, the contractor shall complete and submit Attachment 1: IHS IEE Representation Form (Jan 2022) along with the controlling enterprise�s Tribal enrollment/certificate of Degree of Indian Blood documentation. Please note that there shall be no personally identifiable information (PII), such as social security numbers, included in the documentation submitted. Any PII shall be redacted prior to submission. 5. Experience Submission Requirements: �Submit at least two (2) but no more than five (5) similar projects completed within the last seven (7) years that are relevant to the work that will be required under this project. Your firm shall identify whether the work was independently completed as a prime contractor or affiliated with another contract (joint venture or as a subcontractor.) If your role was as a subcontractor, describe the design services your company provided. For each project listed, please provide a brief description of the project, customer name, date of performance, and dollar value of the project. This Sources Sought is for informational and planning purposes ONLY and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents.
