- ***THIS IS A SOURCES SOUGHT NOTICE ONLY. �THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID**** The intent of this notice is to identify qualified and interested offerors for information and planning purposes. The information received will be utilized within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) Core Execution Team (CET) is seeking potential sources for an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for Architect-Engineer Services for Multi-Disciplinary Projects at various locations within the Far East Area of Responsibility to include but not limited to Japan, South Korea, Singapore, and Diego Garcia (British Indian Ocean Territory).� If the solicitation is issued, the ordering period for the IDIQ is anticipated to consist of a 5-year ordering period. The NAICS code for this proposed procurement is 541330, Engineering Services.� 1. SCOPE OF WORK PRIMARY SERVICES Each task order will detail the specific scope of work, which may include, but is not limited to, design and engineering services for Military Construction (MILCON) to include Unspecified Minor Construction (UMC), Demolition, and Special Projects Planning: DD Form 1391s; Full Design-Bid-Build (DBB) packages and Design-Build (DB) and Request for Proposal (RFP) completion; Host Nation Funded (HNF) Construction project documents (e.g. Form22/42); design charrettes; functional analysis concept development (FACD) studies; planning documentation in Electronic Project Generator (EPG); Preliminary and Parametric Cost Estimates; Site Approvals (Ordnance etc.); Economic Analyses (EAs); Asset Evaluations (AEs); Basic Facilities Requirements (BFRs); and Facilities Planning Documents (FPDs) utilizing the government�s web-based internet Naval Facilities Asset Data Store (iNFADS) program. Support services may include: architectural, interior design, civil engineering, landscape architectural, mechanical, electrical, fire protection, geotechnical / subsurface, physical security, cybersecurity, secure areas, utility, renewable energy, and hazardous materials studies. SECONDARY SERVICES SHORE INFRASTRUCTURE MASTER PLANNING: Local and regional planning to include sea level rise / extreme water levels, sustainable urbanism, healthy community planning, campus planning, form-based planning, energy and renewable master planning, transportation planning, water conservation planning, low-impact development, web-based master planning and other planning documents which incorporate sustainability principles. � GEOSPATIAL INFORMATION & SERVICE (GIS), AND CADASTRAL SUPPORT SERVICES:� Preparation of spatial and non-spatial data acquisition; data for the enterprise GIS database systems in accordance with current Navy Data Model standards (NDM 4x); preparation of maps, datasets, data models, geo-processing models, automation scripts utilizing Microsoft Office, Adobe Acrobat, Oracle, AutoCAD, ESRI ArcGIS Product Suite; and GPS services which include the collection of global positioning system (GPS) data using GPS equipment compatible with the NAVFAC GeoReadiness Center (GRC); land surveying and topographic mapping. � DEVELOPMENT OF PRELIMINDARY DESIGN AUTHORITY (PDA) PACKAGES:� PDA provides authority to obligate and expend project design appropriations and supports project development up to submission of the Certified Final DD1391. Deliverables include the Program Final DD1391 and associated documents: site approval documentation, site plan, economic analysis, basic facility requirements (BFR), Facility Planning Documents (FPD), equipment lists, cost estimate report, environmental, cultural, and historic resource impact information, project requirements and schedule, engineering studies, PRI#2 score sheet, MILCON checklist and cost evaluation, and Cost Schedule Risk Analysis (CSRA) risk-neutral estimate Report.� � CONTROL INSPECTIONS FOR DRY DOCKS AND PUMP HOUSES:� Visual inspections, above and below water, to assess structural, mechanical, and electrical conditions at various graving dry docks and associated pump houses in accordance with MIL-STD-1625D(SH). � Incidental training related to the primary or secondary services. Work shall be performed in accordance with Unified Facilities Criteria (UFC) 1-300-9N, Design Procedures; Department of the Army, Manual No. EM 385-1-1, Safety and Health Requirements; NAVFAC FE CADD Standard; and, as applicable, Japan Environmental Governing Standards (JEGS) and other U.S. and host nation laws and regulations. 2. CONTRACTOR LICENSE REQUIRMENT Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan, South Korea, Singapore, and/or Diego Garcia. Contractors must fully comply with all laws, decrees, labor standards, and regulations of the respective host nation during the performance of the contract. 3. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. However, the U.S. Government may certify employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA, as necessary and as identified in task order request for proposal. 4. RESTRICTIONS / SECURITY REQUIREMENTS: As applicable, and as identified in the task order, some requirements may require that only employees who are U.S. citizens perform the work and must be performed under the observation of U.S. construction security personnel with the appropriate clearance. 5. SUBMITTAL REQUIREMENTS: Interested firms should submit a brief capabilities statement package (up to 12 single-sided pages or 6 double-sided pages, including attachments, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The capabilities package must be complete and sufficiently detailed to allow NAVFAC FE to determine the firm�s qualifications to perform the defined work.
