Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE BRIDGE CONTRACT The United States Department of Energy, Western Area Power Administration (WAPA), Rocky Mountain Region (RMR) intends to issue a bridge contract on a sole source basis in accordance with FAR 6.302-1 and 41 USC 253(c) (1), to Open Access Technology International, Inc. (OATI) for Power Industry Energy Scheduling, Trading, Settlements, E-Tagging, and Operations Web-Hosted Applications. The contract would have a base period of performance of one year, from October 1, 2022 to September 30, 2023, and two individual six-month option periods � option period one from October 1, 2023 to March 31, 2024, and option period two from April 1, 2024 to September 30, 2024. This requirement supports multiple WAPA regions, including RMR, Colorado River Storage Project (CRSP), Desert Southwest Region (DSW), Sierra Nevada Region (SNR), and Upper Great Plains Region (UGP). OATI has specialized knowledge of the services required under this contract. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13.5 and will be a firm-fixed-price contract. The contemplated contract will bridge the existing contract, which terminates on September 30, 2022, to a follow-on five-year contract. A solicitation for the follow-on contract is being prepared. As the incumbent contractor, OATI is the only responsible source for the bridge contract. The execution of the bridge contract will prevent potential adverse impacts to the mission of the agency, which would almost certainly occur if the specialized services provided under the current contract are terminated. WAPA�s mission is to safely provide reliable, cost-based hydropower and transmission to its customers and the communities it serves. This requires WAPA to procure customized Web-Hosted Applications and specialized software tools to manage the bulk electrical grid. This includes management of generation and transmission resources, scheduling purchases and sales of electricity and transmission capacity, interacting with energy markets, performing after the fact settlements, compiling reports, and related tasks WAPA must perform. The current contract provides WAPA with critical Web-Hosted Applications services to support and ensure it can execute its mission. The Performance Work Statement (PWS) in the bridge contract will be materially the same as the PWS under the current contract. OATI will continue to provide mission critical software and applications essential for WAPA to perform its mission during the performance period. These services include software tools that help WAPA manage its generation and transmission resources, schedule purchases and sales of electricity and transmission capacity, interact with energy markets, perform after the fact settlements, compile reports, and other tasks that WAPA must perform. The applicable North American Industry Classification System (NAICS) code for this acquisition is 518210 - Data Processing, Hosting, and Related Services with the size standard is $35.0 million dollars. This is a Notice of Intent to award a bridge contract and is not a request for quotes or proposals. No solicitation package will be publicly issued. Responsible sources may submit a capability statement, proposal, or quotation not later than close of business (4:30 MDT) five (5) calendar days after the date of publication of this notice, unless the 5th day falls on a weekend or holiday, then it will be the next business day following that weekend or holiday date. All documentation submitted in a timely manner will be considered by WAPA. All documentation must be sent to Ms. Diana T. Weiss, Contracting Officer, via e-mail at dweiss@wapa.gov. Responses to this notice should include clear and convincing evidence that competition would be advantageous to the Government. The determination not to compete this proposed contract action is solely within the discretion of the Government. WAPA will not be responsible for any costs incurred by responding to this Notice of Intent. This notice in no way obligates the Government to award a bridge contract.
