Description
The Department of the Interior (DOI), U. S. Geological Survey (USGS), Earth Resources Observation and Science (EROS) Center, Sioux Falls, SD, EROS has a requirement for annual software support and maintenance for an existing LAStools office-wide software developed by rapid LAS Software (rapid LASSO GmbH) product. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to rapidLASSO GmbH, unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contracting Officer, Nicole Demby (ndemby@usgs.gov) no later than 2:00PM EST, Friday, September 2, 2022, with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor's unique qualifications: LAStools is a software suite for batch-script multi-core lidar (3D) processing. USGS EROS projects including but not limited to Landfire, Fire Science, CoNED, ECCOE Inland Bathymetry Research, ECCOE 3D Point Cloud Research, and LCMAP have requirements for LAStools in operational and research workflows, tools, and utilization of provided algorithms. EROS requires enterprise level access to LAStools to support many science users on their workstations and virtual server configurations across EROS. The EROS unique requirements limit this procurement to LAStools specific product which is validated by the April OAG Request for Information (RFI was released twice and extended with the last release at a vendor request), and associated results demonstrated no other commercial vendor interest/product is a viable option for EROS Science requirements. LASTools has been incorporated in EROS operational and research workflows for at least the last 12 years with an investment of at least $ in custom workflow development. LAStools license obligations total up to $. These are investments into science workflow management and support the continuation of utilization of LAStools software baseline. EROS has looked at other lidar processing tools (but none of these packages provide the functionality minimally requireed by the Government for ground and vegetation processing, reprojection of 3D point cloud data, and for general 3D point cloud manipulation. LAStools is also provides for large-scale (multi-core / multi-threaded) point cloud processing, plus current USGS EROS projects (Landfire, Fire Science, CoNED, ECCOE Inland Bathymetry Research, ECCOE 3D Point Cloud Research, and LCMAP) have existing workflows already setup to access LAStools infrastructure. At this point in time, LASTools is the only software that re-projects point cloud on the market. LASTools is unique in the package ability to efficiently process point clouds collected for the purpose of vegetation analysis (e.g., functionalities within the lasheight and lascanopy tools) that allow for comparison between datasets collected on different platforms, with different instrument and specifications. This efficiency in processing compressed data files promotes timeliness of delivery as well as storage concerns. Availability of this requirement has been investigated with the result that only this product can meet the EROS functional and technical requirements noted above. Competition does not currently exist in the reseller market. No other lidar software on the commercial market provides the required functionality to meet the Government's minimum needs. Future requirements for same/similar needs will undergo market research and be competed to the maximum extent practical.
