Description
The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to MICHIGAN STATE UNIVERSITY for services entitled ""MAINTENANCE AND UPDATES FOR THE REGIONAL ECONOMIC SYSTEM (RECONS) MODEL"". The U.S. Army Corps of Engineers (USACE) Institute for Water Resources (IWR), established in 1969, provides forward-looking analysis and research to support the Civil Works (CW) program and mission. Among these various responsibilities of IWR, the development of analytical methods and tools for evaluating regional economic development (RED) benefits is one of the chief tasks. The RED account, as part of the four main accounts for evaluation of project plans, registers the changes in the distribution of regional economic activity that result from USACE projects, programs, and infrastructure. To evaluate the RED benefits, IWR has developed the Regional ECONomic System (RECONS) Model. RECONS is a USACE-certified regional economic modeling tool that provides accurate and defensible estimates of regional economic impacts and contributions associated with USACE involvement in the region. RECONS measures the regional economic impacts and contributions via economic output, jobs, income, and value added at three levels of geographic impact area: local, state, and national. To ensure proper and appropriate operability of the RECONS model for users across the USACE enterprise, it requires routine updates and maintenance of data and server. IWR is seeking a contract to acquire professional services to ensure the smooth operation of the RECONS model, without interruption throughout the year. �No competition is being sought. The proposed Contractor, Michigan State University is the developer of the RECONS model. These services are a logical extension to maintain and update the model as appropriate. The period of performance is 12 months from the date of award. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
