THIS IS A REQUEST FOR INFORMATION (RFI) � this RFI is issued for information, as well as market research and planning purposes � this notice shall not be construed as a solicitation announcement, invitation for bids, request for proposals (RFP), quotes or an indication that the United States Government (USG) will contract or contracts for the items contained in this notice; the USG is under no obligation to award a contract as a result of this notice. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the USG to contract for any supply or service whatsoever. Not responding to this RFI does not preclude participation in any future RFP, if any is/are issued. If a solicitation is released, then it will be synopsized on the System for Award Management website, www.SAM.gov. It is the responsibility of the potential offerors to monitor the www.SAM.gov site for additional information pertaining to this requirement. All information submitted in response to this RFI is voluntary; any information submitted by respondents to this notice is strictly voluntary and will not be returned to the responder. The USG will neither pay for information requested nor will it compensate any respondent for any cost(s) incurred in developing information provided to the USG. Proprietary information shall not be submitted; the USG shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Nor will he USG will reimburse respondents for any cost(s) associated with the any submission in response to this notice or reimburse expenses incurred to the interested parties for responses. The Design, Development, Demonstration, and Integration (D3I) program is a multi-award indefinite delivery, indefinite quantity (MAIDIQ) contract that encompasses three domains and is the enterprise vehicle for U.S. Army Space and Missile Defense Command (USASMDC) research and development (R&D) requirements.��USASMDC is exploring soliciting and awarding a follow-on/replacement MAIDIQ contract. It is anticipated that the follow-on/replacement effort will have an ordering period of five (5) years with option period of five (5) years. Each awardee will be eligible to compete on task orders that will, on average, have a period of performance of three-to-five years with some task order performance extending up to three years beyond the last day of the ordering period. The anticipated total period of performance for the resulting MAIDIQ contract (to include task orders) is anticipated to be 12-13 years. The place of performance is expected to include both CONUS and OCONUS locations, including contractor and government facilities. The required security classification level will be defined at the task order level up to Top Secret (TS) with Sensitive Compartmented Information (SCI) and/or higher access (as required) for contractor personnel and secure facility clearance with safeguarding for contractor facilities. The Government is contemplating a follow-on acquisition strategy described below based on the success of, and historical information from, the current three D3I domains: ��������� - A F&O domain (generally consisting of the same type of work as the current D3I D1) (see attached draft SOW for the follow-on anticipated F&O domain); and ��������� - A SB set-aside Domain (generally consisting of a combination of the same type of work as the current D3I D2 and D3 (see attached draft SOW for the follow-on anticipated SB set-aside domain). After initial engagement via a separate RFI, an industry partner asked the Government to consider other alternatives that would allow a SB to compete for a task order under D1, even if the SB would not be competitive across the entire D1 SOW.� Therefore, in trying to ensure the most significant opportunities for SBs, while also ensuring that the full spectrum of the Government�s R&D requirements are met, USASMDC and Army Contracting Command � Redstone Arsenal (ACC-RSA) Space, Missile Defense, and Special Programs (SMD/SP) Directorate request that industry partners interested in future opportunities on the follow-on D3I effort provide feedback (both positive and negative) on the following possible strategies for USG consideration: 1. First approach - retain the current contemplated acquisition strategy approach, which would entail combining D2 and D3 into one single SB set-aside domain/acquisition (est. $2.05B), with D1 remaining a separate F&O (inclusive of SBs) acquisition (est. $2.57B). 2. Second approach - compete all R&D requirements under a single domain, which would entail combining all TSAs and performance requirements from the two attached draft domain SOWs into one domain/acquisition (the resulting SOW encompass all TSAs and performance requirements. (Note additional market research will be required before determining whether this approach would involve a F&O, SB set-aside, partial SB set-aside, or SB reservations, respectively.) Responses favorable of this strategy/approach shall also provide specific capabilities demonstrating the ability to perform the TSAs in a single SOW, which will assist the Government to adequately assess the feasibility of one domain/acquisition and abilities of potential offerors. Please see submission requirements below. 3. Additionally, USASDMC and ACC-RSA SMD/SP welcome recommendations to alternative acquisition approaches. USASMDC and ACC-RSA SMD/SP request that our industry partners interested in future opportunities on the follow-on/replacement D3I effort provide feedback (both positive and negative) on the potential acquisition strategies stated above.�Responses should include the following information: 1. Company Name, Commercial and Government Entity Code, company address, number of years in business, type of ownership for the organization including affiliated or parent company, facility clearance level, and public website address. 2. Point of contact, including: name, title, telephone number, and email address. 3. Size/socioeconomic status under NAICS 541715 Exception 3. 4. Tailored information escribing your firm�s ability to meet all of the TSAs and performance requirements in the attached draft SOW (only focus on SOW Sections 3.0 and SOW Section 5.1.2- SOW Section 5.1.5), with appropriate documentation supporting claims of organizational and staff capability. The USG will not accept company literature or marketing materials in response to this notice. If significant subcontracting or teaming (to include a JV arrangement) is anticipated in order to deliver technical capability, then organizations should address the administrative and management structure of such arrangement. 5. Describe contracts or task orders for which you were either the prime contractor or a subcontractor that required a significant amount of manpower and provided the support under an R&D contract with security requirements that include operating in a Secret up to TS-SCI or higher classification environment. Please include the following information: a. Contract number; b. Period of performance; c. State if your company is/was the prime contractor or a subcontractor; d. Total contract value; e. Description of the services provided and an explanation of the services provided; and f. Total number of full-time equivalents (FTEs) per contract year required by the contract/task order that are/were employed by your company; under total number of FTEs, also state how many have/had active TS/SCI and higher clearance. 6. Assumptions. Please provide a list of assumptions, if any, which were considered in formulating this response. Responses must be received no later than September 12, 2022. Responses shall not exceed ten (10) pages, each single side counting as one page, 8.5 x 11 inch, with one-inch margins, and font no smaller than 10 point Times New Roman. No collect calls will be accepted.
