- CONTINUATION Question Response What is the total square footage of coverage needed? What is the square footage of each building described in scope of work? They are Buildings 1, 20, 24 & 100. B1 (main admin, some clinical) has 13 floors, top two are mechanical spaces total sqft 260,000 B20 (canteen) has 1 floor total sqft 5,900 B24 (storage) has 2 floors total sqft 25,500 B100 (main hospital) has 8 occupied floors, and interstitial levels total sqft 721,000 (occupied) + 653,000 (interstitial) Would the Government please provide Floor Plans in .pdf format for VAMC Puget Sound (Seattle) buildings 1, 20, 24, 100/D&T, 101 and the Parking areas? Attached Please confirm a 10-business day extension after receipt of answers to the questions below? Due date for receipt of offers has been extended to 9/8/2022 by 2:00 PM Pacific What are the frequencies for the NXDN UHF system? See below What are the frequencies for the WSP system? New channel frequencies with Washington State Police not yet established; existing IWNS chjannels in column S How will the WSP system connect to the VA DAS HE? requesting recommendations; prefer fiber connection with repeaters/encoders as necessary If connected directly (hard wire) to the WSP equipment in Bldg 100, how will it be connected, what is provided by WSP? If responsibility of contract awardee, has the interface already been approved by WSP? Agreement for WSP connection separate from IWNS not yet established Who is the POC for WSP and has a rebroadcast agreement already been established? Agreement for WSP connection separate from IWNS not yet established The scope and task of the project is to mondernize the system. Does that include any improvement to the current coverage of the passvie DAS currently in place? Yes for improvement, no for expansion If improvement to the coverage is expected, will the VA provide any documentation of current coverage deficiencies, within each respective building? Yes for improvement, no for expansion No building floor plans, CAD drawings, were provided. Without such drawings, no coverage design can be provided. Will floor plans be provided if necessary? Those will be provided Current installation of the 800 PS DAS is not code compliant, do you require the updated system to be fire code compliant? yes What fire code version needs to be followed? IFC/NFPA year? NFPA 2021 What Authority Having Jurisdiction (AHJ) will be overseeing this project? VA Puget Sound is our own AHJ Since the current system is non-compliant, what will the AHJ allow or not allow for a compliant system? please bring the system into compliance with NFPA 2021 Specifics of the code compliance will have a significant impact to the cost, that are not defined in the SOW, can we get a SOW statement from the AHJ? If the system segment where work is being performed is not compliant with NFPA2021, please include work to bring system segment into compliance. Segments where no work is expected, compliance remains out of scope. Does active equipment need to reside in 2HR rated room? That will be all equip rooms in every building. Yes, mechanical rooms are currently 2HR rated rooms Do all riser and distribution pathways need to be in 2Hr rated pathways? Please reuse existing pathways. If new pathways are required, yes, pleas use 2Hr rated pathways/ What system alarms are required (specifically) and how are they interfaced to FACP (fire alarm control panel)? Is there room on the FACP? Who is your fire alarm company? The rooms are already interfaced with FACP as necessary. No new spaces are being built. Do you have your last code compliant PS DAS coverage test? Can we get a copy? Clarify the SOW for Redudancy ""RF Switching system"". Is it your understanding that both the Cougar Mtn site and Gold Mtn site will both supply coverage in the buildings at the same time, congruently or independently? Congruently meaning both sites live and rebroadcasting at same time, all the time. Independently meaning one site will be active and the other acting as a redundant backup in case of failure of the main IWN site? To the best of the knowledge of the VA, Cougar Mtn and Gold Mtn are congruently broadcasting. VA Puget Sound requesting that the PS DAS installed here has the capability to switch to the other source in the event one location is non-operational. Currently, we use Gold Mtn If you have knowledge of ""RF Switching"" equipment, can you share this information? No knowledge contained in VA Puget Sound to recommend Who will select whether Cougar Mtn or Gold Mtn will be the primary IWN site? Does the VA have approval to use both and rebroadcast both? Currently, VA uses Gold Mtn. Does the current system meet the RSSI 90 threshold that is required in new system? Likely not as it is an old installation If not, is it expected that modernization of the active equipment will resolve this issue enough to meet this RSSI 90 requirement? Yes If modernization of the active equip does not meet this standard, will additional funds be available to make unforseen improvements to the passive DAS? At the discretion of the Government, if work is in scope of the Contract and approved by the Contracting Officer, additional funds may be requested How will this requirement be measured? Grid Test? Test requirements/standards? Grid Test/ Functional test in buildings 1, 100, 104 (parking garage) What are the test/fail standards for the grid test? Grid Test/ Functional test in buildings 1, 100, 104 (parking garage) Only Building 1 and 100? and parking garage (104) Do same test standards (gird test) apply to all rebroadcast frequencies or just PSERN per fire code?
