COMBINED SYNOPSIS/ SOLICITATION General Information: Solicitation Number: 77344422Q0073 Job Title: Senior Technical Assistance Specialist Classification Code: R � Professional, Administrative and Management Support Services Set-Aside: No small business set-aside will be utilized NAICS: 541611 � Administrative Management and General Management Consulting Services PSC: R497 � Support � Professional: Personal Services Contracts Contracting Office Address: United States International Development Finance Corporation, (DFC), 1100 New York Ave, NW, Washington D.C., 20527 Description: The United States International Development Finance Corporation (DFC) Acquisition requires a Personal Services Contractor (PSC) for a full-time equivalent Senior Technical Assistance Specialist. This solicitation is only to be open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC. The level of effort and responsibility is generally equivalent to a GS-14, Step 1 through GS-14, Step 10. The contractor shall provide personal services as a senior officer managing the most complex, sensitive, or precedent-setting TA grants and may perform this work in combination with duties that encompass program development and management for an issue/area (region or sector).� The PSC is responsible for the full range of approving new TA grants, undertaking all tasks in support of the process from reviewing proposals, initial screening through due diligence, approval, documentation, disbursement, monitoring and evaluation. The contractor is responsible for coordinating complex TA grants, including providing advice and staff support on planning, developing, implementing and evaluating issues related to risk, impact and DFC policy. At this level, the PSC provides critical support that involves business development, analysis of issues, representing the agency when no need for agreements outside of already established parameters is expected, and negotiating with other U.S. agencies, private consultants, or foreign governments on language in documents to which the United States Government is or will be a signatory.�� Work may be conducted in any country and any sector (including energy and infrastructure, telecommunication and service industries, manufacturing, agribusiness, and on-lending to micro finance and banking institutions). The Government intends to offer a firm fixed price contract to the individual whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ).� The anticipated base period of performance is 02 November 2022 to 01 November 2023 with four (1) one-year option periods which will be exercised at the Government�s need or discretion.� The Government will issue up to one award from the solicitation. Noncompliance is grounds to eliminate the proposal from consideration for award. All responsible sole proprietors may submit an application which shall be considered by the agency.
