- Amendment 00001 - 1131PL22RDM31283 REG'L ASIA - Climate-Smart Transportation Opportunities Please see below sentence (Bold) added to Section D.1.2. Scope of Work (If requested by the COR, the Contractor shall also review one (1) relevant sector activity in Jordan) reference to Attachment 1 of the Performance Work Schedule. D.1.2. SCOPE OF WORKS USTDA requires services under this non-personal services Definitional Mission (�DM�) contract to support its decision-making relative to the funding of activities to support climate-smart transportation projects in the Indo-Pacific Region. For the purpose of this DM, Indo-Pacific Region refers to the region of the globe stretching from India to the Pacific Islands, including countries such as Bangladesh, India, Indonesia, Malaysia, the Philippines, Thailand, and Vietnam. Projects could be in any USTDA-eligible country in the region. �If requested by the COR, the Contractor shall also review one (1) relevant sector activity in Jordan.� All else remain unchanged. � This request for commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and procedures in Subpart 13.1 as supplemented with additional information included in this notice. This announcement constitutes the only RFP; offers are being requested and written solicitation will not be issued. This solicitation is being issued IAW FAR Subpart 13.104. The Government will award a contract resulting from this solicitation to the offeror who is deemed responsible and is determined, based on the evaluation factors and sub factors, to represent the best value to the Government. This procurement is a 100 percent Small Business Set-Aside with a small business size standard of $16.5M annual sales under NAICS Code 541690. Award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either, U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. International transportation and insurance must have their nationality; source and origin in the U.S., local lodging, food, and transportation in the host country are not subject to this restriction. THE FOLLOWING ITEMS REPRESENT THE ""PROPOSAL PACKAGE"" THAT SHOULD BE RETURNED IN RESPONSE TO THIS SOLICITATION (Addendum to FAR 52.212-1, Instructions to Offerors � Commercial Items (NOV 2021)). All Offerors must be registered and have an active status in the SAM database (www.SAM.gov) in order to be eligible for contract award. Offerors are reminded that failure to properly enroll in the SAM database and provide accurate information shall make an offeror ineligible for award as described in FAR 52.204-7. �The federal government is changing the unique identifier used by entities from the D-U-N-S� Number to the Unique Entity ID (SAM), generated by SAM.gov. On April 4, 2022, the D-U-N-S� Number will be removed and the Unique Entity ID (SAM) will be the authoritative identifier. �This ID is used within SAM.gov and other government award and financial systems to identify a unique entity. �The transition to the Unique Entity ID (SAM) is a federal governmentwide initiative. �Offerors may obtain information on SAM registration via (www.SAM.gov). �Do NOT delay submission of your offer pending receipt of a CAGE code. Any contract awarded to a Contractor who at the time of award was suspended, debarred, and ineligible for receipt of contract with Government Agencies or is in receipt of a notice of proposed debarment from any Government Agency, is voidable at the option of the Government.� Award is limited to U.S. Firms or U.S. individuals.
