- Solicitation number:� W912JB-22-Q-0078 Request For Quote (RFQ) Title:��������������������������� Special Operations Force Scenario Planner SME Restriction:���������������� 100% Small Business NAICS:������������������������ 541990 Size Standard:�� ��������� $16.5 million This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, FAR 13 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation being requested. A written solicitation will not be issued.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07.� The prospective awardee must have an active registration in www.sam.gov at the time of award. Vendors are encouraged to verify that their registration is active prior to submitting a quote. If the prospective awardee is not active in SAM data base at the time of award, the prospective awardee will be allowed 5 calendar days to become registered and active in SAM. The award will proceed to the next otherwise successful registered and active offeror if the prospective offeror does not become registered and active by the 5-calendar day deadline. This is a firm fixed price requirement for CPX Emergency Response Exercise Planner Subject Matter Expert services. �See the attached PWS for detailed information regarding the requirements.�� CLIN����������� Item���������������������������������� �������������������������������������������������������� ����������� 0001 �� Scenario Planner SME Period of Performance (PoP):� base year of 12-months. Inspection and acceptance will be at Lansing, Michigan.� Invoices must be submitted through Wide Area Work Flow (https://piee.eb.mil). QUOTATION PREPARATION INSTRUCTIONS: Refer to clause 52.212-1 Instruction to Offerors to prepare quote. Pricing Price quotes must be firm-fixed price. Submit the cost breakdown and the total price of the three-month PoP.� FOB destination. Include delivery terms, any discounts, and payment terms (e.g., Net 30) with the price quote. Prices must be valid for 60 days. Capability statement. Quotes must include the contractor�s capability statement that includes the following information:� CAGE code as assigned in www.sam.gov, core competencies, and ability to meet the requirements in the solicitation. Contact your local PTAC office at the Small Business Administration for assistance in creating a capability statement. Evaluation: The government intends to award to the responsible company(s) whose quote, conforming to the solicitation, is most advantageous to the government based on price and other factors that provide the best value. Best value will be determined by evaluating price, past performance, and technical approach. The government may award to other than the lowest price quote.� Unsatisfactory action in FAPIIS or SPRS in the last three years may render your quote unacceptable. Technical capability will be rated as acceptable or unacceptable. All evaluation factors are approximately equal. Submit Questions & Quotes: Questions are due by 12:30 pm, Eastern Time, 6 September 2022, and must be submitted via email.� Questions will not be answered via telephone. Offers are due at 12:30 pm, Eastern Time on 9 September 2022.� Email quotes directly to bonnie.l.reineer.civ@army.mil.� The government is not responsible for any attachments that are rejected by the cyber security due to corruption or virus extensions.�� It is the offeror�s responsibility to contact the POC to verify the quote is received PRIOR to the date and time set for the due date of RFQ.
