COMBINED SYNOPSIS/SOLICITATION FA520922Q049A - Amendment 0001 UPS Replacement, Camp Zama 1. This is a Combined Synopsis/Solicitation for commercial product prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. 2. The Request for Quotation (RFQ) number FA520922Q049A is issued and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06, DPN 20220603, and Air Force Acquisition Circular (AFAC) 7/1/2022 3. The NAICS is 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing. The Small Business Size Standard for this NAICS code is 500 employees. This acquisition is unrestricted. 4. Requirement Description: The contractor shall engineer, procure and install a parallel redundant (N+1) 80kVA Uninterruptable Power Supply (UPS) for the NEC-Z (Network Enterprise Center � Zama) Building 101-North Wing and remove & dispose of the old parallel redundant 160 kVA 9315-160 UPS during replacement as defined in the attached Statement of Work. 5. Delivery/Place of Performance: F.O.B. Destination 78th Signal Battalion NEC-Z (Network Enterprise Center - Zama) Bldg. 101, Rm. 106, North Wing Camp Zama, Zama-shi Kanagawa-ken 252-0027, JAPAN 6. Pricing/CLIN Structure: See attached Pricing Schedule 7. Response Date and time: Quotes must be provided on this form and be signed, dated and submitted by 07 September 2022, 1600 Japan Standard Time (JST), to both of the points of contact listed above. 9. All companies must be registered in the System for Award Management at https://www.sam.gov/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award. Notice of Site Visit: (1) Site Visit. Site visit will be conducted at 78th Signal Battalion, NEC-Z (network Enterprise Cenetr � Zama), Bldg.101, Rm. 106, North Wing, Camp Zama, Zama-shi, Kanagawa-Ken, 252-0027, Japan, 1300 hours on 23 August 2022, Japan Standard Time (JST). Offerors are urged and expected to inspect the sites where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. In case of severe weather on the date of site visit, the Government may reschedule the site visit on a date to be determined by the Government. The Government is not liable for any costs incurred to participate in the site visit. (2) Gate Pass Request Form. To participate in the site visit, the offerors shall submit a Gate Pass Request Form (See attached) to SrA Franco Cerminara, Contract Specialist, at 042-551-6120 (Fax 042-551-0973) or franco.cerminara_puello@us.af.mil on or before 17 Aug 22. 2 (3) Escorting for U.S. Installations. For those offerors who are not base pass holders and require an escort to gain access on an U.S. installation for participation of the site visit, the offerors must possess an individual identification with a photo. The identification will be checked at gate on the U.S. installations by Security Police prior to access to the U.S. installations. If the offeror uses their Japanese driver license as identification, the individual must present their 8 digit password to gain access to the US installation. If the password is not provided to Security personnel, the individual will not be permitted access to the U.S. installation. The offerors who require an escort must arrive NLT 1230 hrs at the gate of U.S. installation. Individuals requiring access to the US installation must show up 30 minutes prior to the site visit start time. (4) Should questions arise from the site visit, they will be addressed on site, if possible, then compiled and sent to all interested parties. Offerors are requested to submit any questions to the contract specialist noted above not later than 17 Aug 22. Information provided at this site visit shall not qualify the terms and conditions of the solicitation, Performance Work Statement, or specifications and will remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
