- The United States Government intends to solicit and negotiate with only one source under the authority of 13.501(a), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based upon the following 14 critical features in combination for one (1) commercially available platen press that can only be met by Collin Lab & Pilot Solutions GmbH: Nominal platen size of at least 500 millimeters (mm) x 500 mm with at least a 490 mm x 490 mm area of active temperature and pressure control Maximum operating temperature of at least 450 degrees Celsius (�C) Platen temperature uniformity of plus/minus 1.5 �C across the entire platen surface Platen cooling capability of at least -15 �C per minute Cassette cooling system for rapid cooling from -10 to -75 �C per minute Maximum pressing force of at least 2000 kilonewtons (kN) Opening or travel height of no less than 600 mm Process controls must be compatible with Visual FECON Process control software Spring relief of the upper platen to compensate for the inherent hanging weight Low pressure accuracy within � 5% when operating below 500 kN Pressure relief capabilities of at least 100 bar/seconds Platen plane parallelism of less than 50 micrometers (�m) Operate on 480 volts (V) power No larger than a length of 2500 mm, a width of 1500 mm, and a height of 2500 mm The Government intends to solicit and negotiate with Next Generation Analytics (NGA), Inc, 5126 S Royal Atlanta Dr., Tucker, GA 30084-3052, CAGE Code: 7GRT2, for one (1) platen press. NGA, Inc. is a wholly owned subsidiary of original equipment manufacturer (OEM) Collin Lab & Pilot Solutions GmbH (a German-owned entity, CAGE Code: D7556) operating in the U.S. and is the sole authorized U.S. distributor of Collin Lab & Pilot Solutions GmbH products. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror�s who believe they can meet the Government�s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. �A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.� Requirement: One (1) commercially available platen press meeting all the following minimum requirements of the Government: Nominal platen size of at least 500 mm x 500 mm with at least a 490 mm x 490 mm area of active heat and pressure control Maximum operating temperature of at least 450 �C Platen temperature uniformity of plus/minus 1.5 �C across the entire platen surface Platen cooling capability of at least -15 �C per minute Cassette cooling system for rapid cooling from -10 to -75 �C per minute Maximum pressing force of at least 2000 kN Opening or travel height of no less than 600 mm Process controls must be compatible with Visual FECON Process control software Spring relief of the upper platen to compensate for the inherent hanging weight Low pressure accuracy within � 5% when operating below 500 kN Pressure relief capabilities of at least 100 bar/seconds Platen plane parallelism of less than 50 �m Operate on 480 V power and be no larger than a length of 2500 mm, a width of 1500 mm, and a height of 2500 mm Spare parts package for standard consumable parts, including limit switches, thermocouples, filter elements, valves, hydraulic sensors, solenoid coils, heat cartridges, fuses, filters, and relays that are standard consumable parts Shipping, handling, and insurance Installation, start-up, and a minimum of five (5) hours of on-site training for two (2) end users on the commercially available platen press operations. One (1) year warranty on all parts and labor starting on the date of final inspection and acceptance of the completed contract by the Government Delivery and contract completion required within ten (10) months after contract award (ACA) to APG, MD.
