Description
Request for Information (RFI) for Taiwan Surveillance Radar Program Foreign Military Sales Division AFLCMC/HBN 11 Barksdale St Hanscom AFB, MA 01731-2100 Any information submitted by respondents to this request is strictly voluntary.� All information received from this RFI will be used for planning and market research purposes only.� Responses to the RFI become Government property and will not be returned. �Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties� expense.� Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. To the maximum extent possible, please submit non-proprietary information.� Any proprietary information submitted should be identified as such and will be handled accordingly and protected from disclosure.� Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for damages related to proprietary information that is not properly identified.� Any submissions in response to this RFI constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center (FFRDC) Contractor employees, and Advisory & Assistance Services (A&AS) Contractor employees supporting AFLCMC/HBN, unless the respondent clearly objects in writing to the release of this information to FFRDC and A&AS Contractor employees supporting AFLCMC/HBN in a cover letter accompanying the respondent�s submission.� All Government, DoD contractor, and FFRDC personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information.� �Description This is a Request for Information (RFI) as defined in FAR 15.201(e).� This RFI is issued in order to identify qualified sources for the Taiwan Surveillance Radar Program (SRP) Range Extension effort.� In accordance with FAR 52.215-3, this RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This RFI does not commit the Government to contract for any goods or services whatsoever.� Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals.� Again, respondents are reminded that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on the System for Award Management (SAM) website. It is the responsibility of the potential respondents to monitor these sites for additional information pertaining to this requirement. �Background The USG under its Building Partner Capacity program has requested that the Taiwan Surveillance Programs Early Warning Radar (EWR) range be extended to be in line with radars of the same class. This will be a modification of the current software. Please note, the USG does not own the data rights to the referenced software. The purpose of this RFI is to gather information to help develop the acquisition strategy for the SRP Range Extension effort. �Program Office Questions Interested potential sources should respond by identifying their capabilities and experience in the attributes identified above.� Please only address the following questions, and do not provide extraneous information: What experience do you have working on EWRs? What hardware and software do you have available to implement a Range Extension update on the existing EWR in Taiwan? What experience do you have with implementing and testing EWR Range capability? What experience do you have dealing with Taiwan? Are you able to access and assess specific software scripts and functionality, and modify the software of Taiwan�s existing Early Warning Radar? If yes, please explain how. Do you have facilities, equipment, and personnel to test, verify, and validate modifications to the SRP software? If yes, please provide a high-level description on such facilities, equipment, and personnel. What is your experience with Foreign Military Sales, specifically in the PACOM Area of Responsibility (AOR)? Provide anticipated hours for your solution�s design (including non-recurring engineering), and the anticipated duration of time in hours for the modification and installation of your Range Extension solution.� �Instructions Interested parties are requested to respond to this RFI with a white paper in Microsoft Word for Office 2010 compatible format, which are due no later than 10 days after the publication date of this RFI.� Responses shall be UNCLASSIFIED and submitted via e-mail only to Mr. Geoffrey Siracusa, Contracting Officer at geoffrey.siracusa@us.af.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� Please be advised that submissions will not be returned.� Section 1 of the white paper shall provide administrative information pertinent to the business unit responding to the RFI. Also indicate if you are: �A non-profit entity or, �A small disadvantaged business, Section 8(a) small business, woman-owned small business, service-disabled veteran-owned small business or a Hub Zone small business. A statement as to whether your company is domestically or foreign owned (if foreign, please indicate the country of ownership) The facility security clearance level of the respondent. 4.3 Section 2 of the white paper will provide the contractor answers to the questions in Paragraph 3.0, along with any other information deemed pertinent to accomplishing the effort.� Also include all assumptions and risks factored into the response.� Section 2 shall be limited to no more than 5 pages. ��Industry Discussions USG representatives will not meet with potential respondents. ��Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer. ��Verbal questions will NOT be accepted.� Questions will be answered by e-mail; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 5 days of the publication date of this RFI will be answered.� ��Summary THIS REQUEST FOR INFORMATION (RFI) is issued solely for information and planning purposes and does not constitute a solicitation Nor is it authorization to incur cost for which reimbursement would be required or sought.� The Government does not intend to award a contract on the basis of this RFI and responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� All submissions become Government property and will not be returned.
