- This announcement constitutes a Sources Sought (market survey).� This announcement is for information and planning purposes only and is not to be constructed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.� THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from PRIME CONTRACTORS interested in performing work on a potential Design-Bid-Build Construction for Medical Clinic, USAG-HI, Kwajalein Atoll, Republic of the Marshall Islands. The primary purpose of this project is to update, replace, and consolidate the existing deteriorating and undersized 69-year old medical care facilities at U.S. Army Garrison-Kwajalein Atoll (USAG-KA). The U.S. Army Corps of Engineers (USACE) requires construction of a new stand-alone building which will replace the existing Medical Center (Building 603) and incorporate the Health Clinic (Building 566), and Lab/Radiology (Building 699) functions. The stated goal of the project is to provide a world-class facility for health care and medical treatment (life, limb, and emergency care) for a total medical eligible population of 1,452 personnel. The medical clinic supports active duty military personnel and their dependents, Department of Army (DA) civilians and their dependents, and contractors assigned to the atoll. The new 31,000-gsf clinic will include in-patient beds, a primary care/emergency department, inpatient nursing, surgical/interventional services suite comprised of a general and subspecialty surgery operating room, sterile processing with central material service, laboratory, pharmacy, radiology, medical logistics, and administrative support areas. The scope also includes redundant power, information systems, fire protection and alarm systems, intrusion detection system (IDS) installation, duress alarm installation, and energy monitoring control systems (EMCS) connection. Sustainability/Energy measures will also be provided. Also included in the scope is site development, utilities and connections, exterior lighting, paving, sidewalks, curbs and gutters, storm drainage, landscaping, signage and access per ADA/ABA standards. Air conditioning will be provided by self-contained systems. Measures in accordance with UFC 4-010-01 Department of Defense (DoD) Minimum Antiterrorism for Buildings 2018, standards and cyber security measures will be provided.� The USAG-KA is in a remote location, approximately 2,100-nautical miles (6.5-hour commercial flight) from the nearest hospital in Honolulu, Hawaii. The new clinic will provide a ways and means of medical support given the remote location and significant amount of time (up to 96-hours) to transport patients to general and emergency care. This will be a Firm-Fixed-Price Contract. Project magnitude is between $25,000,000 and $100,000,000.�� Interested PRIME CONTRACTORS shall submit the following: Your intent to submit a proposal for this project when it is formally advertised. Name of firm with address, phone, and point of contact. UEI/CAGE code, registered in System for Award Management (SAM) at www.sam.gov Size of Firm (Large or Small), to include category of small business, Service-Disabled Veteran Owned Small Business (SDVOSB), and/or Women Owned Small Business (WOSB). Bonding capability for single contract action in the magnitude of this project/ Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. The SOC should be no more than two pages in length. Payment for Delivered/Stored Materials Feedback: Types of material item(s) to be considered for payment when delivery is made.� The rationale why the material item(s) should be considered. Responses to this announcement will be used by Government to make appropriate acquisition decisions.� NO SOLICITATION IS CURRENTLY AVAILABLE.� It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method acquisition.
