Description
The VA Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Medical Gas to be purchased but not limited to compressed Medical Air USP, Oxygen USP, Carbon Dioxide USP, Nitrogen NF, Nitrous Oxide USP, Helium USP, Liquid Oxygen, and Specialty medical gas mixtures. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 325120. Statement of Need: The New York/New Jersey Healthcare System Veterans Integrated Service Network (VISN) 2, VA New Jersey Healthcare System, VA Hudson Valley Healthcare System, VA New York Harbor Healthcare System, James J. Peters VA Medical Center, Northport VA Medical Center, and Hudson Valley Healthcare System has a requirement for Medical gas delivery/service. Capable contractors must primarily be engaged in the business of Medical Gas delivery/service in Medical Center environments (e.g., Inpatient and outpatient medical treatment facilities) for a minimum of two (2) consecutive years. The Contractor may be expected to fill government owned (G) cylinders, provide contractor owned cylinders, or service the facility with a combination of both (C/G). Maintenance may be expected to provide for all containers, whether government or contractor owned. Technical abilities: Contractor must be either the manufacturer or fully licensed, authorized and have selling permission for the medical gas Contractor must have liability insurance Contractor shall provide medical grade medical gases Contractor shall be FDA certified All medical gases shall conform to specifications prescribed in the United States Pharmacopeia and National formulary. Contractor must be able to pick up empty cylinders on agreed upon time with government Service Delivery: As required by the Government on weekdays (excluding federal holidays), all pick-ups shall be negotiated. Some contract duties shall require work to be performed at other than Contractor�s regular operating schedule (i.e., emergencies or increased medical gas delivery/services). THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform this medical gas deliver/service, please provide the following identifying information: 1) Interested Party information: Organization name UEI number Firm�s address POC Name, phone, and email Web site address Socioeconomic status of the organization (i.e., WOSB, VOSB)* *Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) must be independently verified at https://www.vip.vetbiz.gov. 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Federal Supply Schedule: If your firm provides any of the medical gases on the GSA Federal Supply Schedule, please provide applicable contract number and identify which services are applicable to that FSS contract. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform requirement; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION.
