- NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT Special Notice:FD-2021-412 NOAA/NMFS/NMFS/GARFO In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with TESLA SYSTEMS INC� Using the procedures of FAR Part 13 the requirement is to procure the following: Installation of new equipment which conjoin with existing surveillance system for the usage of; Surveillance/recording perimeter and interior facility footage (1 week install) to include: Video Surveillance upgrades to include a new recorder, (26) 4k cameras, updated software and licenses: Rackmount 2U recorder with 8 IP licenses (128 max), dual NICs, HDMI, DisplayPort, VGA (3 max. simultaneous), RS485 serial port, RAID 5, Win10 or Ubuntu Linux 20.04 on SSD, redundant power supplies, keyboard and mouse, Exac Vision Professional or Enterprise client and server software pre-installed. The applicable Size Standard is North American Industry Classification System (NAICS) Code334310 with a Small businesssize standard of 750 The Greater Atlantic Regional Fisheries Office (GARFO) Laboratory�is seeking contractor support to replace 26 non-functioning single direction cameras into 4K 180/360 degree visibility cameras to our existing equipment, which will consolidate the need for numerous replacements. This will allow guards to oversee the entire perimeter, interior, and finer details (license plates). GARFO is a 90k sq ft office building in Gloucester, MA with numerous Divisions located throughout its 4 floors and annex building. The building occupants range from OMD, OLE, OGC, OFD, APSD and numerous other co-tenants. We have an original 2008 video surveillance system that currently has (57) cameras located throughout the exterior and interior facility. This system is equipped with analog 720p resolution cameras which has become almost obsolete and due to its rarity, are almost triple the cost to replace. See attached Statement of need and Single source determination for a full list of requirements. **THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
