- Description
- The United States Department of Agriculture, Economic Research Service,� intends to issue an award to Minnesota Federal Statistical Research Data Center-Minnesota Population Center � University of Minnesota on a sole source basis.� Award will be made pursuant to FAR 6.302-1 and 41 USC 253(c)(1), only one responsible source and no other supplies or services with satisfy agency needs. The Economic Research Service (ERS) is a Federal agency within the US Department of Agriculture (USDA). ERS provides agricultural economic research and policy services that address issues at the forefront of domestic and global concerns.� Within ERS, the Resource and Rural Economics Division (RRED) conducts analysis and research on farm markets and performance; agri-environmental concerns related to climate, conservation, and natural resources; farm technology and productivity, and rural economic development.�� ERS has a U.S. Census Bureau approved and active project using restricted use Census microdata titled �New Geographies for Reporting Establishment and Industry Dynamics in the United States.� Performance of the project requires access by ERS staff economists onsite in one of 32 Federal Statistical Research Data Center (FSRDC) research facilities located at universities across the country. University of Minnesota holds a Joint Project Agreement (JPA) with the Census Bureau to provide restricted access to confidential microdata sets to researchers with Census Bureau approved research projects. The datasets are constructed from the data collected in the Census Bureau�s business and person/household data programs with appropriate facility and procedural safeguards to protect data confidentiality. Under the terms of the JPA, the University of Minnesota reimburses the Census Bureau for a portion of the costs to operate the FSRDC, and in turn recovers these costs by charging lab fees. One of our ERS staff members for the project is a remote worker located in Minnesota and will require access to the University of Minnesota FSRDC research center to perform his duties as a collaborator on the approved project. Must be within commuting range of the analyst, who is located in the Minneapolis, MN, area. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES.� This notice is for informational purposes only and is not to be constructed as a commitment by the Government.� Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.� A determination by the Government to compete this proposed contact based on responses to this notice is solely at the discretion of the Government.
