- Notice of Intent to Sole Source for�Strategic Planning Services The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price purchase order to Small World Solutions. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the required service for the requirement listed. The purpose of this notice is to inform the public that the National Institutes of Health (NIH) anticipates issuing a purchase order for strategic planning services, support advice, and consultation �on the best approach to ensuring the longevity and sustainability of the Racial and Ethnic Equity Plans (REEP) for NIH�s 27 institutes and centers (ICs). Each IC at the NIH has developed and begun implementation of a racial and ethnic equity plan that details their respective efforts to address racial and ethnic disparities at the NIH. To further support the ICs, the NIH will institute a series of Feedback Assistance Roundtables (FARs) that will provide opportunities for the ICs to report out on progress. �The FARs will help maintain a sense of urgency and reinforce the importance of the NIH REEP initiative.� The consultant has unique knowledge and experience on the NIH�s REEP development and implementation and has been critical to the progress that has been made to date.� The consultant has a vast knowledge of this subject matter. �He has also been working with all of NIH�s Institutes and Centers to develop their REEP plans. The consultant has unique knowledge and experience with NIH�s Racial and Ethnic Equity Plans and experience specific to the work that the NIH is doing in diversity, equity, inclusion, and accessibility.� This notice is not a request for competitive quotes.� However, any party that believes it can meet the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to satisfy the requirement. �A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after�the date of this notice unless the Government determines that another organization�has the capability to meet this requirement.
