Description
Notice of Intent to Sole Source for�Professional Service The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price labor hour task order to Contemporaries, Inc. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the required service for the requirement listed below. The purpose of this notice is to inform the public that the National Institutes of Health (NIH) anticipates issuing a task order for trademark paralegal services for the NIH Branch of the Office of the General Counsel of the U.S. Department of Health and Human Services (HHS). This position provides critical services to the trademark capability at OGC, which serves the trademark needs of NIH and all the other operating divisions (OPDIV) in the Department, including CDC, FDA, and CMS. The trademarks are government property and are of great value to the agency and its programs. The trademark paralegal�s duties include filing, prosecuting, searching, and maintaining trademark applications and registered trademarks within statutorily prescribed deadlines. The position also manages the trademark budget and dockets for the over 300 HHS trademarks. �This is renewal of a current order, and the incumbent has become a resident expert and a critical element of the trademark operation.� The incumbent has been trained on the operating management system, and has the knowledge, expertise, and experience to perform the specific requirements of NIH and other HHS OPDIVs. .� It is in the best interest of the Government to renew the contract with Contemporaries, Inc. to minimize the risk of NIH and other HHS OPDIVs not being able to meet the required deadlines for obtaining and maintaining its extensive trademark portfolio. Delays could result in the loss of valuable government property and damage to the agency�s programs and multiple high-profile initiatives. � This notice is not a request for competitive quotes.� However, any party that believes it can meet the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to satisfy the requirement. �A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after�the date of this notice unless the Government determines that another organization�has the capability to meet this requirement.
