- Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 The Department of Veterans Affairs intends to solicit and negotiate a Sole Source, Firm-Fixed-Price Purchase Order with one Service-Disabled Veteran-Owned Small Business (SDVOSB) source, MELLING LLC (dba Melling Medical). This procurement is to provide an upgrade to networked eye imaging devices and supplemental equipment in support of the VA Electronic Health Records Modernization (EHRM) Cerner initiative. The upgrades are for Roseburg Medical Center, Roseburg, OR; Roseburg Health Care System, Eugene OR; Puget Sound Health Care System, Seattle, WA; and Jonathan M. Wainwright Memorial, Walla Walla, WA. The North American Industry Classification (NAICS) code for this acquisition is 334510, which has a SBA Class Waiver for the Nonmanufacturer Rule (NMR). Melling LLC is considered a small business and is registered in VETBIZ. This procurement will be made under the authority of Other Than Full and Open Competition as authorized by Federal Acquisition Regulation (FAR) 6.302-5 and Title 38 U.S.C. 8127 and implemented under VAAR 819.7007. As allowed by 38 U.S.C. 8127, awards to SDVOSBs can be made on a sole source basis. IAW VAAR 819.7007(b), sole source awards to SDVOSB concerns, the contracting officer s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. A determination that only one SDVOSB concern is available to meet the requirement is not required. The anticipated award date: 9/16/2022. The imaging devices must be Digital Imaging and Communications and Management (DICOM) compliant with ability to interface with the site s Zeiss Image and Data Management System (Zeiss Forum), an eye care image and data management picture archive and communication system (PACS) specifically designed for hospitals to improve their workflow efficiency. Onsite data transfer from the older device to the newer device is required as well as installation and training by an Original Equipment Manufacturer (OEM) authorized representative for the following: QTY DESCRIPTION 3 TOPCON Imagenet 6 AIO PC + ICG 9 TOPCON DC-4 Camera, BG-2N + Imagenet slit lamp upgrade 1 OCULUS Pentacam AXL Wave (with trade-in) 1 OCULUS Pentacam Wave (with trade-in) 1 OCULUS Pentacam AXL Wave 1 OPTOS Silverstone SS This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the marketplace for future procurements. The Government will not pay for information submitted. This will be the only notice of the Government s intent to solicit, negotiate, and award to one source to satisfy this requirement.
