- THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO BABEL STREET, INC. FOR BABEL X WEB-BASED SOFTWARE LICENSE REQUIREMENT. The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a sole-source, firm-fixed price contract for the Babel X Web-Based Software License Requirement to Babel Street, Inc., 1818 Library ST STE 500, Reston, Virginia 20190-6274 (SAM Unique Entity ID: NRLXS9YMBJN5, CAGE: 6BZU3). In order to meet the Government�s mission, the Pentagon Force Protection Agency (PFPA) Investigations & Intelligence Division (IID) requires Babel Street Web-Based Software Licenses which is only provided by Babel Street, Inc. to support PFPA�s analysts in providing early detection and awareness on threatening communications to High Risk Personnel (DoDI O-2000.22) and the Pentagon Reservation mission. The Babel X Tool used to gather information contained within open source social network postings or from Open Source Intelligence (OSINT). OSINT is intelligence collected from publicly available sources. In the law enforcement community, the term �open� refers to overt, publicly available sources. What makes Babel X unique is the ability to gather data persistently from over fifty primary data sources of information and its ability to translate over 200 languages. Using various search parameters, Babel X allows an analyst to more effectively review numerous sources of data, saving time and allowing an analyst to review more sources of information than is possible through manual searches. The Babel X Web-Based Software License includes the following: BXC-001-001; Authorized User with access to five (5) Active Filters, up to fifty (50) active Babel Channels, and 1,000 Public Records Searches, and virtual training via Babel University; Quantity 5 The period of performance will be a five-year contract with one 12-month Base Period and four 12-month Option Years. Babel Street, Inc., has the capability to meet all salient requirements for the Babel X Web-Based License, and is the only vendor that can provide this Software required per the Pentagon Force Protection Agency (PFPA) Investigations & Intelligence Division (PFPA IID) standards. Babel Street, Inc., is the sole manufacturer and distributor of their products and the software used to interface with these products is proprietary to Babel Street, Inc. All upgrades and service calls are conducted only by Babel Street, Inc. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) 13.5 Simplified Procedures for Certain Commercial Items under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures. The NAICS code utilized for this procurement is 511210, Software Publishers with a Large Business Size Standard of $41,500,000.� The PSC code is 7A21, IT and Telecom�- Business Application Software (perpetual License Software). This is a commercial item with a dollar value over the Simplified Acquisition Threshold. This notice of intent is NOT a request for proposals or quotations.
