Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 and the FAR 13 Simplified Acquisition Procedures, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation for which quotations are being requested. Another written solicitation will not be issued. The solicitation number is DJA-22-AFOP-PR-0401. The solicitation is issued as a request for quotation (RFQ). This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07, effective August 10, 2022. This will be a small business set-aside RFQ under NAICS code 541380 with small business size standard of $16.5 million. This requirement is to provide DNA collection and analysis services using the following technique or equivalent: M-Vac Collection Technique, utilizing STRmix expert DNA analysis software online with GlobalFiler, Fusion 6C, 5C, and Qiagen�s Investigator with Quality Sensor with an ability to provide a 48-hour rush turn around as detailed in the attached Statement of Work. This requirement will be firm fixed price. This requirement is FOB Destination. � THE PAGE LIMITATION FOR QUOTATION RESPONSES IS 30 PAGES. Vendors MUST be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7. ATF will award a single or multiple award indefinite delivery indefinite quantity (IDIQ) not to exceed sixty months. ATF will determine if a single or multiple award IDIQ is in the best interest of the Government in accordance with FAR 16.504 after review of all responses. Award(s) will be made to the responsible firm(s) whose quote conforming to the RFQ will be the most advantageous using the Lowest-Price-Technically-Acceptable (LPTA) method. ATF may review the past performance/delivery of the vendor to help determine its technical capability. The quote shall submit a per unit price for each item in the Statement of Work and ATF will use an estimated quantity to determine a total evaluation price. Technical capability will be determined by reviewing the vendors quote in relation to the requirements in the Statement of Work. Evaluators will determine if the quote response demonstrates an understanding of the Statement of Work as well as the quoted approach to meet these requirements. The quote should describe steps required and how the contractor will ensure that applicable services will be met. A quote repeating the information/material in the Statement of Work (SOW) and the Request for Quote does not constitute a satisfactory response and may be deemed technically unacceptable. To be considered for award, quotes of equivalent products or techniques shall demonstrate how their capability meets the requirement. If required information is not provided, the quote may be determined to be not technically capable. The selected vendor must comply with the following FAR commercial provisions and clauses, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The selected vendor must also comply with FAR 52.203-18, 52.209-11, and 52.211-6. The full text of these clauses may be viewed via https://www.acquisition.gov/far/. Additional ATF local clauses will be included in the award.
