Performance Work Statement � Wildland Fire Training 1.0 Scope 1.1 This performance work statement defines the training to be provided to select members of the Oklahoma Military Department (OMD) and the Oklahoma Army National Guard (OKARNG), in order to prepare for future deployment or mutual aid opportunities within the wildfire response mission. 1.2 In order to meet national requirements for wildland fire positions set forth by the National Wildfire Coordinating Group (NWCG) courses must be taught by qualified organizations with appropriate credentialing. 2.0 Applicable Documents 2.1 NWCG Standards for Wildland Fire Positions Qualifications, PMS 310-1, Oct 2019. 3.0 Requirements 3.1 Wildland Fire Response requires a multitude of job functions to build a framework for successful operations. Those job functions require a certain amount of coursework, fieldwork, and supervised skill performance to obtain certification. In order to begin a foundation for response, the OMD and OKARNG is seeking a wide range of courses to expose participants to different aspects of the wildland fire mission. 3.2 Period of Performance 3.2.1 For a period not to exceed 14 days within the given timeline. Once the start date is selected, the contractor has no more than 14 days to complete all coursework, fieldwork and skills associated with selected classes. 3.3 Place of Performance 3.3.1 Camp Gruber Training Center and/or Greenleaf State Park, Braggs, OK. 3.4 Contractor Requirements 3.4.1 The contractor must be capable of offering some or all of the following coursework, anticipating for maximum student enrollment for each course. 3.4.1.1 S-131 � Firefighter Type 1 Training 3.4.1.2 S-211 � Portable Pumps and Water Use 3.4.1.3 S-212 � Wildland Fire Chainsaws 3.4.1.4 S-270 � Basic Air Operations 3.4.1.5 S-290 � Intermediate Wildland Fire Behavior 3.4.2 The contractor coordinates with the OMD Wildland Fire Program Coordinator (WFPC) to identify the courses they can provide. Performance Work Statement � Wildland Fire Training 4.0 Deliverables 4.1 Vendor must provide explanation of understanding of the OMD request for coursework and include which courses can be delivered. 4.2 Applicants for award must be fully qualified as defined in PMS 310-1, to instruct and issue certification in the coursework delivered. 4.3 The vendor shall provide all students with the necessary pre-course assignments, books, handouts, field guides, or any other reference material associated with each course. 4.4 The vendor shall be prepared to sign task books, and certify skills associated with each course to be delivered. 4.5 The vendor shall coordinate with the WFPC for any additional course logistical needs, including training area, equipment, lodging, meals and administrative requirements prior to the period of performance. 4.6 The vendor shall plan to provide all equipment necessary to conduct a course, anticipating maximum enrollment, unless otherwise coordinated with the WFPC. 5.0 Host Agency Deliverables 5.1 The host agency shall provide all classrooms, field areas, apparatus, line gear, fuel and have on site water supply for all coursework requested. 5.2 The host agency shall coordinate with vendor(s) prior to period of performance for all course needs.
