Description
Project Description: The project scope consists of the civil site work necessary to support a complete stand-by power plant to power the MOTCO Pier. The power plant will consist of day tanks, main fuel storage tanks, fuel transfer pump(s), paralleling switchgears, generator management relays, switchgear management relay (which will be placed in the Substation switchgear), load bank, automatic transfer switch, transformer, and other electrical / mechanical equipment deemed necessary for the successful installation and operation of the generators. The civil site work includes site preparation, concrete pads for the equipment, electrical grounding, site lighting, fencing and bollards, and any required site demolition. In accordance with FAR 36.204(f) the estimated magnitude of construction is expected to be between $1,000,000 to $5,000,000. This prospective contract action will be conducted using NAICS Code is 237130 - Power Communication Line and Related Structures Construction. The size standard is $39,500,000 in average annual receipts. Product Service Code is 6115 Generators and Generator Sets, Electrical. The only INTERESTED VENDORS LISTS (plan-holder/bidder list) is available via SAM.gov. Contractors are responsible for self-identifying as interested vendors and viewing other interested vendors. Contractors should check SAM.gov frequently for any changes to the interested vendors list and notice. **Note**: All prospective contractors and their subcontractors and suppliers must be registered in SAM.gov before they will be allowed to download solicitation information. Contractors must be registered in the System for Award Management (SAM) at https://sam.gov/content/home prior to award of this contract. Solicitation documents, plans and specifications will only be available via the Procurement Integrated Enterprise Environment (PIEE) website, link provided at the bottom of this description. Instructions on getting access to the PIEE Solicitation Module and submitting your proposal were provided with the Pre-Solicitation posting for this requirement and are also available via the PIEE website training module. Registration for plans and specifications should be made via the Procurement Integrated Enterprise Environment (PIEE) website https://wawf.eb.mil. Registration in PIEE is a multi step process and can take several days so plan accordingly. If you are not registered, the United States Government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. It is therefore the Contractors responsibility to monitor the website daily for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto.
