- W52P1J-24-D-MET2 Synopsis: SOURCES SOUGHT FOR A POTENTIAL REQUIREMENT FOR THE DEVELOPMENT, PRODUCTION, INSTALLATION AND SUSTAINMENT SUPPORT FOR LARGE FIXED SATELLITE COMMUNICATION (SATCOM) TERMINALS. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS NOTICE IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE A RFP IN THE FUTURE. THE INFORMATION PROVIDED IN THIS NOTICE IS SUBJECT TO CHANGE AND IS NOT BINDING ON THE GOVERNMENT. 1.0� Purpose: Product Manager Wideband Enterprise Satellite Systems (PdM WESS), Fort Belvoir, Virginia, is seeking information from large and small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and services. 2.0 Required Capabilities PdM WESS is seeking information on companies with a comprehensive background in developing, integrating, installing and maintaining state-of-the-art large fixed Satellite Communications Earth Terminals.� PdM WESS is tentatively planning to acquire up to seven or more terminals to be installed at worldwide locations.� Functional, performance and test requirements for the terminals are included in the attached draft System Specification for Large SATCOM Terminals.� Requirements for services and logistics package are provided in the attached draft Performance Work Statement (PWS). �The Government tentatively plans to issue a solicitation for the following equipment as specified in the enclosed Specification and PWS: Large Fixed Terminal with simultaneous X and dual Ka Band polarization operation. HEMP Hardened Large Fixed SATCOM Terminal with simultaneous X and dual Ka Band polarization operation.� High Altitude Electromagnetic Pulse (HEMP) Hardened Transportable (relocatable, not tactical) Terminal with simultaneous X and dual Ka Band polarization operation. � The North American Industry Classification System Code (NAICS) for this requirement is 334220:�Radio and Television Broadcasting and Wireless Communication Equipment Manufacturing. The Government anticipates releasing the Large Fixed SATCOM Terminals solicitation by 3rd quarter FY 23 timeframe.� We would like to know if firms in industry have an interest and are planning to participate in this future acquisition.� Please respond accordingly in regards to your company's anticipated participation.�� �3.0 Requested Information Responses should include: Business Name and address Point of Contact (Name, address, phone number, and e-mail) Business Size Facility Clearance level Commercial and Government Entity (CAGE) code Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include ENCORE III, SETI, NIH, NASA SEWP, ITES-3H, General Service Administration (GSA): OASIS, ALLIANT II, VETS, STARS II, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle that allows for decentralized ordering. (This information is for market research only and does not preclude your company from responding to this notice.) Current capabilities your company offers which most closely match the capabilities specified in the attached Specification and PWS.� Specifically, please address the following: Do you offer a Satellite Communications terminal that matches these capabilities? If so, is it currently certified for operation on Wideband Global Satellite Communications (WGS)? Offerers that do not have a WGS certified terminal are requested to comment on impact of meeting the latest revision (Rev. C) of MIL-STD-188-164, particularly the Transmit Thermal Noise requirement. There are three classes/categories of SATCOM terminals that are outlined and described in the attached requirement documents.� They include: Large Fixed Terminal Large Fixed� Hardened (HEMP) Terminal Hardened (HEMP) Transportable Terminal � Please discuss if any of the above categories present an obstacle/barrier to your company�s participation in this tentative acquisition. Available brochures, photographs, illustrations and technical descriptions that describe your company's current products and services that most closely match the required capabilities. An optional White Paper (no more than 15 pages in length) describing how your company's technical expertise could produce and deliver the required capability.
