- Department of Veterans Affairs (VA) Network Contracting Office 16 (NCO 16) - HOUSTON In Support of the VA Gulf Coast Health Care System (GCVHCS) REQUEST FOR INFORMATION (RFI) 36C25622Q1504 BACKGROUND: The GCVHCS, Audiology & Speech Pathology Section, is seeking new medical equipment for Biloxi VA Medical Center (VAMC). The current endoscopy system at Biloxi VAMC is a Pentax Digital Stroboscopy and Endoscopy System. Audiology and Speech Pathology requests (1) Pentax Portable Endoscopy/FEES System to provide comprehensive evaluations for inpatients with suspected vocal pathologies, head and neck cancer, and swallowing disorders. All requested items must meet the specifications included herein this document to meet technical acceptance by requestor. Please respond if you can provide the following item(s); BRAND Description Quantity Pentax or Equal 9372 HD Digital Capture 1 EA Pentax or Equal KUM90X0699 NDS 24"" EndoVue Monitor 1 EA Pentax or Equal EPK-3000-US DEFINA HD Video Processor 1 EA Pentax or Equal 80225-2 Compact Cart (HUI) 1 EA Pentax or Equal 9178 Isolation Trans 100/120/220V 1 EA Pentax or Equal 80228 Monitor Arm Mounting Kit 1 EA Pentax or Equal 7090-5300 Mic Pre-Amp Kit (Rolls MP-13) 1 EA Pentax or Equal 7251 DICOM Interface for 9372HD 1 EA Pentax or Equal 1117 Config, Train, Support-Endo 1 EA Pentax or Equal 1118 Train and Support- DICOM 1 EA Specifications/Characteristics: This equipment must meet the following specifications: Must provide endoscopy resolution of 1920 x 1080 with HD digital video capture Video processor must use iSCAN technology for laryngeal/pharyngeal anatomy imaging, consistent with PENTAX EPK-i5010 video processor Camera component must provide compatibility for current PENTAX rigid and flexible endoscopes to increased patient care/access (scope specifications: rigind endoscope 70 degree/10mm {9106} HD digital strobe and video layngostroboscope with EPK-100 {VLA-1190STK} with capture module recorded in HD Must be compatible with current VNL-1190STK scopes as reprocessing staff are fully trained and have the necessary equipment to achieve the required high level disinfection steps to get the fiberscopes in the right condition for use A minimum 5 microsecond short duration light source with ability to provide frame-by-frame play back, slow motion, zooming and panning, one-step montage of glottal cycles, and sided-by-side display of recorded exams System must be housed on a powered cart with multiple adjustable shelves (1 increments) to house the clinically necessary components of the endoscopy system with locking casters. Cart must have side mounting brackets in order to safely secure rigid and flexible endoscopes, camera, and microphone, power strip with minimum of 6 outlets and provided requirements must be no larger than the dimensions of 45.5H, 23W, and 26D. Computer power must meet criteria for 320 VA computer with Dell software to meet compatibility of current units within the CBOC s and medical center Color printer, monitor arm mounting kit, foot switch and assembly kit Minimum 24 color LED monitor, preferably Endovue for continuity of clinical practice Endoscopy system must be compatible for VA network/software to store and send examinations to electronic medical record Endoscopy system should include installation and any required training (face-to-face) for system updates/upgrades or changes in clinical protocol/set-up/sterilazation for clinical care, for (2) speech pathologists and (2) BioMedical Engineering staff, and Sterile Processing staff, 60 days after receipt of order Unit requires installation on site by trained field service installer Warranty and Support VA Biomedical Engineering will have full access to the hardware that constitutes this equipment. The VA Biomedical Engineering point of contact must be briefed, by the vendor, on all upgrades and changes and agrees to each prior to shipment. The vendor will provide two (2) sets of user manuals and technical manuals to VA Biomedical Engineering. Additionally, Contractor shall provide the standard OEM (Original Equipment Manufacturer) warranty period for all equipment provided starting upon receipt of delivery to VA. REQUESTED RESPONSES: The intent of this RFI is to establish sources to define the procurement strategy (e.g. set-aside, sole source, unrestricted) for a solicitation that VA intends to post soon. Interested contractors are requested to respond in accordance with the following: Please respond to this RFI if you can provide the exact brand name products listed in the table in the background section above. In the response please cite your business size status. If you have an existing General Service Administration (GSA) or VA, Federal Supply Schedule (FSS) contract or Government-Wide Acquisition Contract (GWAC)/Solutions for Enterprise-Wide Procurement (SEWP), please include the contract details in your response. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items. Please respond to this RFI if you can provide supplies that may be determined EQUIVALENT to the products listed in the table in the background section above. Please provide details on the proposed EQUIVALENT products such as Manufacturer Name, Part Number, and Description. If you have an existing GSA or VA, FSS contract, please include the contract details in your response. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items. Please note that VA is particularly interested in determining the availability of Small Business Manufacturers. If your company is a small business manufacturer of potentially equivalent items, please respond to this RFI. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside).
