- 1.0 Description 1.1 The Defense Logistics Agency (DLA) Strategic Materials Contracting Directorate is seeking�information on how interested contractors could provide products for the Titanium (Ti) requirement. 1.2 THIS IS A REQUEST FOR SOURCES SOUGHT (SS) ONLY. �This SS is issued solely for information and planning purposes, and it does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This SS does not commit the Government to contract for any supply whatsoever. Further, DLA Strategic Materials is not at this time seeking quotes and will not accept unsolicited quotes. Responders are advised that DLA Strategic Materials will not pay for any information or administrative costs incurred in response to this SS, and all costs associated with response to this SS will be the sole responsibility of the interested party. Not responding to this SS does not preclude participation in any future RFP, if any is issued. If a solicitation is released, the contract opportunity will be posted on SAM.gov website. The potential offeror is responsible for monitoring this site for additional information pertaining to this requirement. 1.3 NAISC:� 327992 � Ground or Treated Mineral and Earth Manufacturing� � � � � Product Service Code:� 9620 � Minerals, Natural and Synthetic 2.0 Background 2.1 DLA Strategic Materials is the operational agent of the Stockpile Manager, Under Secretary ����� of Defense, Acquisition & Sustainment (USD-A&S), charged with implementation of the ���� �provisions of the Strategic and Critical Materials Stock Piling Act (50 U.S.C. Section 98 et ����� seq., hereafter referred to as the �Act�). Section 2(b) of the Act requires the Stockpile ����� Manager to ��provide for the acquisition and retention of stocks of certain strategic and ����� critical materials�, to decrease and to preclude, when possible, a dangerous and costly ����� dependence by the United States upon foreign or single sources of supplies for such materials ����� in times of national emergency.� 2.2 Proposed Buy: Titanium Contract. 2.3 Proposed Delivery: (1) 12- Month Delivery.� 2.4 Security Requirements: None 3.0 REQUESTED CAPABILITY STATEMENT for Titanium 3.1 DLA Strategic Materials is seeking to acquire titanium ingots in a safe and operationally ready condition for the Defense Logistics Agency Strategic Materials.� Potential sources would develop a domestic inventory of titanium. The main requirement is establishing a Government-owned, Government-subsidized inventory of these specific titanium ingots. The Contractor shall provide 1,896 MT of Titanium 6-4 and/or Titanium 6-4 ELI in ingot form only.� Any potential Period of Performance (PoP) would be one (1) base year of twelve (12) months for production and delivery of the initial Government Owned Material. bringing the total time to one year. 4.0 Government Requested Information 4.1 All interested vendors shall submit a concise, one (1) page capability statement that explicitly demonstrates their capability to provide/perform the requirements stated above.� If late information is received, it may or may not be considered depending on agency time constraints. The capability statement should be concise, yet clearly demonstrate an ability to meet the stated requirements. Any capability statement must include past performance, past government contract that are similar in nature, and outline how you could meet the requirement. The statement shall include answers to the following inquiries: GENERAL INFORMATION Please provide company information including: a. Name of Company. b. Address. c. Points of Contact (to include phone number and email address). d. Recent, relevant experience in all related areas. e.
