- SOURCES SOUGHT NOTICE: MISSION SYSTEM ARCHITECTURE AND COMMAND AND CONTROL SYSTEMS NOTICE ID: SSN-H92408-MQ1C AGENCY: US SPECIAL OPERATIONS COMMAND TITLE: SOLUTION FOR AIRCRAFT AGNOSTIC MISSION SYSTEM ARCHITECTURE AND COMMAND AND CONTROL SYSTEMS� NOTE: This is NOT a request for quotes or proposals. The United States Special Operations Command (USSOCOM), Special Operations Forces (SOF), Acquisition, Technology and Logistics (AT&L), Directorate of Procurement, is seeking information to identify potential sources for market research purposes only. USSOCOM is considering a contract for the procurement and sustainment of an open mission system architecture and a command-and-control system with advanced on-aircraft compute, artificial intelligence, machine learning, and dissemination capabilities. �Systems will provide operators the ability to command and control, collect, analyze, and share information from multiple SOF aviation and ground platforms in an expeditionary form-factor via man-portable Tactical Common Datalinks. This Sources Sought Notice is seeking any flexible, stand-alone, aircraft agnostic, open mission system architecture and command and control system solution capable of being ported to any air or ground vehicle currently integrated, tested, qualified, and produced with an approved Air Worthiness certification for the MQ-1C/ER unmanned aircraft systems. �The system should be able to demonstrate capabilities for aided target detection and recognition, an open-standards-based middleware infrastructure, services to support host-platform data feeds from the MQ-1C/ER mission computer and avionics data buses, and support for Assured Position, Navigation, and Timing onboard an MQ-1C/ER. Potential offerors are required to possess a SECRET Facility Clearance from Defense Security Service and some personnel will be required to have a SECRET clearance prior to a potential contract award. Responses shall be no longer than 5 pages in length. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this Notice. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement, which shall be considered by the Government if received by the due date noted above for this notice. This notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by USSOCOM to issue a formal solicitation or ultimately award a contract. USSOCOM is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. �Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
