Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Combat Integration & Identification Systems (CI&IDS) requires use of the eccentric pins and turnlock fasteners to build the AN/UPX-24(V) Interrogator Set. The requested Howmet Global Fastening Systems Inc. eccentric pins and turnlock fasteners are necessary parts for assembly of the AN/UPX-24(V) Interrogator Set and CP-1273/UPX-24(V) Control Processor (CP). These items have the exact characteristics and mounting dimensions to fit to the requirements described in the AN/UPX-24(V) Interrogator Set and CP-1273/UPX-24(V) CP assembly specification drawing. The AN/UPX-24(V) Interrogator Set and CP-1273/UPX-24(V) CP must be environmentally tested and certified as an assembly for shipboard installation, meeting the following standards: MIL-S-901D, Grade A, Class 1 (shock testing) and MIL-STD-167-1 (vibration testing). The CI&IDS Division requires the eccentric pins and turnlock fasteners as components to build the AN/UPX-24(V) Interrogator Set.The assembly build for the AN/UPX-24 Interrogator Set, and its component parts meets all form, fit, and function requirements of the overarching AN/UPX-24(V) Interrogator Set with no further alteration, re-design, or follow-on testing and is compliant with all MIL-S-901D, Grade A, Class 1 and MIL-STD-167-1 testing. If an alternative solution were selected to meet this requirement, the Government would incur a minimum three-year delay related to production and fielding as a result of re-work incurred. This includes Non-Recurring Engineering, rerouting of engineering change proposal(s), updating necessary technical and logistical documentation, and required approvals and certifications. If the Howmet Global Fastening Systems Inc. eccentric pins and turnlock fasteners could not be procured, the government would incur irrecoverable duplicative cost estimated at $300K.
