- Project Name: Domestic Water Tank Legionella Remediation-Sanitization Project: 436-22-125 THIS IS A TOTAL SDVOSB SET-ASIDE Project Scope 1. The Fort Harrison, Montana VA Healthcare System (FHM Facilities Management Services) requires the services of a qualified Contractor and/or Engineering Firm (to be referred to as Contractor herein) to provide Services and Upgrades to its existing 500K-gal Domestic Water Storage Tank. Services to be provided by the Contractor include the following: a. FHM Facilities Management Services to manipulate system valving to bypass and drain the Domestic Water Storage Tank in preparation for the project with no disruption of supply from City of Helena water main line to the site facilities. b. Following bypass and drain procedures - Contractor to coordinate Confined Space entry to perform interior surface sanitization of the Domestic Water Storage Tank. All surfaces to be sanitized including interior tank ceiling, mechanical systems, and any ancillary fitments. c. Contractor to perform Inspection & Survey of concrete structure and surface, then generate and submit a Report of Findings. Photographs with accurate repair locations must be compiled during this survey and included in the report. Methods and means during the survey shall not include destructive investigation or testing and cannot interfere with normal operations of the system. d. The Report of Findings will include recommendations for Remediation, Repair, and Modification options to include the application of an appropriate protective coating that will mitigate the propagation of bacterial growth and slime accumulation. e. Contractor to plan and execute Remediation, Repair, and Modification procedure to refurbish tank structure and apply protective coating to entire interior surface. Contractor to repair any damage to piping or other ancillary systems. f. Contractor to replace tank drain valve when tank is empty. Valve to match or exceed existing specifications. g. Contractor to replace and sealcoat the interior access ladder and all anchor points to ensure the ladder remains secure for future operations. h. Contractor to scope, plan and execute addition of tank penetrations - wall flanges or similar connectors as well as piping, isolation valves, and blank flanges to accommodate a future recirculation / filtration system. Wall penetrations to be placed at locations that will maximize forced circulation inside the holding tank. i. Contractor to coordinate with FHM Facilities Management Services during refilling and realigning the water tank to the Fort Harrison site to ensure quality of work including but not limited to - no leaks in tank or plumbing fixtures, no excessive debris or blockages in plumbing, proper delivery of water to all facilities at Fort Harrison j. Contractor to work in conjunction with Schneider Electric Controls Engineer(s) to facilitate addition of a Domestic Water Monitoring System; Subject to compliance with requirements, provide products by utilizing pre-qualified manufacturer and installer licensed and approved by Schneider-Electric for the region/site for this project. Direct Digital Control Systems Field Controller Devices: Schneider Electric EcoStruxure Building MPC BACnet series, b3 BACnet series, MNB BACnet installed by approved manufacturer's local field office. 2. The Contractor shall be responsible for all damage to persons or property that occur due to the Contractor s fault or negligence. 3. The Contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract. 4. Existing Site Conditions: This project will impact an occupied healthcare facility site, and therefore the project activities will require investigation and/or system manipulations to be executed in a way that will minimize loss of utility water delivery to staff and patients. Planning and Scheduling activities are critical for this project to ensure minimal impact to the facility; coordination with VA Facilities Management Services will be required for the duration of the Project. 5. All Activities will require constant coordination with VA Facility Management Services personnel. The Domestic Water Storage Tank is located on adjacent Fort Harrison National Guard property and all access must be coordinated to ensure Safety Protocol is followed. 6. Planning and Scheduling activities with VA Facilities Management Services will be necessary for this project to ensure that all services and modifications to the existing Domestic Water Storage Tank structure are documented. 7. This work can be performed directly by a Contracting/Engineering firm, indirectly via contract to a third party (Sub-Contractor), or via a combination of multiple resources. 8. The person(s) conducting initial site investigations are to check in with the VA Facilities Management Services department and will be escorted to review the project by the VA Contracting Officer Representative (COR). This survey work must be done in advance of the remediation project and is intended to limit unforeseen site conditions that are not indicated on the existing VA drawings or communications. 9. The final construction shall conform to all VA requirements relevant to this project outlined in the FGI Guidelines for Design and Construction of Hospitals, Facilities Guideline Institute (FGI), Joint Commission Accreditation Standards, ANSI, SMACNA, IBC, NEC, NFPA, ASME, as well all requirements of the VA design manuals posted by discipline in the VA Technical Information Library at the following web address: http://www.cfm.va.gov/til/dManual.asp 10. Work shall be completed in conformance with the time schedule requested by the VA Contracting Officer s Representative (COR) or Resident Engineer (RE). The Contractor is solely responsible for preparing all necessary regulatory notifications to meet the time schedule. 11. If the Contractor requires a schedule which will result in any violations of NFPA 101 Life Safety Code during any work, they must also submit a proposed interim life safety measure for VA review. Temporary measures or actions that are required to satisfy NFPA 101 Life Safety Code will be the responsibility of the Contractor. 12. Confined Space Entry & Rescue procedures and activities will be managed by the Contractor and reviewed by FHM Facilities Management Services and Safety Officer(s) prior to ANY tank entry or execution of work. 13. A finalized Engineering Report must be submitted to ensure proper documentation in the FHM Facilities Management Services records and must be reviewed and approved by FHM FMS prior to project closeout. 14. The goal of this Project is to recondition the Domestic Water Storage Tank as well as to eliminate FboNotice causes for the possible growth of biological material (specifically Legionella). The Contractor should execute the Project with the understanding that this Project will be critical to the Health & Safety of the FHM VA staff and patients. Tasks and Requirements 1. Submittals must be reviewed and approved by the VA FHM FMS team prior to the start of work. 2. Contractor and their Sub-Contractors are to provide necessary submittals and plans for approval prior to commencing with any work that is not shown/provided in the construction documents. 3. Any damage done to VA property is to be repaired/replaced by the Contractor. 4. Contractor shall be responsible for all construction debris removal. The Contractor shall provide their own dumpster as needed. Dumpster location and debris removal pathway to be approved by the VA COR. 5. Temporary egress and life safety signage to be provided by Contractor and any ILSMs required shall be coordinated with VA COR and VA Safety Officer. Period of Performance 1. VA COR is requiring that the time from Domestic Water Storage Tank isolation/draining to completion of this project should not exceed 30 days due to the critical nature of the system. This system serves as storage for both Fire and Potable Water systems at VA Fort Harrison. 2. Contractor will notify VA FMS if the above time estimate requires modification to avoid changes during project execution. Work Schedule 1. Normal working hours: 7:30 AM to 4:30 PM. 2. Work Performed After Hours: To Be Scheduled with COR - VA Facilities Management Services 3. If required due to time constraints or to minimize impact to VA Patients and Staff, Work Performed After Hours or on Weekends may be allowed. Contractor is to coordinate these efforts with their VA COR with a minimum 48-hour notice. Privacy Statement Information Security: The C&A requirements do not apply; a Security Accreditation Package is not required. Incidental exposure to protected health information may occur from accessing the work site. Staff will follow all Privacy & Security policies and procedures.
