- This is an A-E request for qualifications that is set aside for small business under NAICS code 541330 with a $41.5 million small business size standard. These services are procured in accordance with Public Law 92-582 (Brooks Act) and FAR 36.6. The U.S. Geological Survey, Great Lakes Science Center (GLSC) has a requirement for a Naval Architect and Marine Engineering services Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year period of performance. The maximum total dollar amount to be awarded for this contract under this IDIQ shall not exceed $2.0 million. The average task order value of work is estimated to be less than $100,000 with a maximum value per task order of $500,000. The guaranteed minimum for the contract term is $100,000 which is intended to be satisfied by the simultaneous award of a task order with the IDIQ contract. The contract type of each task order is primarily labor hour with allowance for travel. Offerors must submit a complete SF330 by the response due date. BACKGROUND: The USGS exists to meet the nations need for scientific information for restoring, enhancing, managing, and protecting living resources and their habitats in the Great Lake Basin ecosystem. USGS research spans a range of studies including fish populations and communities, aquatic habitats, terrestrial ecology, near shore and coastal communities, and the biological processes that occur in this complex ecosystem of the Great Lakes Basin. The GLSC is located in Ann Arbor, Michigan, and has biological stations and research vessels (R/V) located throughout the Great Lakes Basin: Ashland, WI R/V KIYI; Cheboygan, MI R/V Sturgeon R/V Arcticus; Sandusky, OH R/V Muskie; and Oswego, NY R/V Kaho. These five R/V's vary in lengths from 70-107 feet and are the primary platforms for the GLSC's world-renown deep water science program. CONTRACT REQUIREMENTS: The contractor shall provide Naval Architect and Marine Engineering services to support all aspects of ship maintenance, repair, alteration, and material readiness for the R/V fleet, including architectural services, logistical engineering, and owner's representative services for scheduled periodic and unscheduled maintenance services to maintain the operational readiness of all shipboard systems, electronic, and deck machinery. Although not anticipated, A-E services may be required to support new vessel construction. All services provided shall be performed under the supervision of a licensed professional Naval Architect and Marine Engineer. Services will primarily require performance at the contractor's location, shipyards, and aboard the Research Vessels in U.S. Ports. However, performance may be required at sites in Canada along the Great Lakes Basin. Task orders may include: --Develop work package specifications in support of ship repair, maintenance, alteration and new vessel construction. Work packages shall include all engineering specifications, analyses, modeling, cost evaluations, and drawings necessary for the procurement of vessel repair/maintenance/alteration or new vessel construction. --Develop conceptual, contract, and production designs and drawings for alteration or repair of existing vessels or for new vessel construction. --Provide shipyard, owner's representative, and technical oversight services during all vessel repair/maintenance/alteration including: ships dry-dock periods, haul-outs, dockside work occurring at the home port of the vessels, or during new vessel construction. --Conduct support studies and economic analyses in support of fleet maintenance, operation, modernization, alteration, and logistics. --Provide engineering consulting services in support of weight, stability, and inclining analyses. --Conduct assessments of vessel condition and make detailed recommendations for preventative maintenance of all shipboard systems and equipment. --Conduct feasibility and engineering studies of prototype equipment, systems, or platforms. --Conduct engineering studies and gather data to secure regulatory approvals. --Design A-frame, gallows, and overboard handling systems. --Assess acoustic noise and designing modifications. Deliverables will be defined in each task order and may include: --Computer-aided design (CAD) and drafting products/drawing. --Reports detailing the results of weight, inclining, and stability analyses, models, calculations, and support studies. --Written work/repair/maintenance specifications in support of ship repair, maintenance, alteration, and new vessel construction. SELECTION CRITERIA: The selection criteria are listed and weighted as follows: FACTOR A (40 points). Specialized experience and technical competence in the type of services required for the task order examples described herein for research vessels comparable in size, mission and geographical service area to the GLSC's fleet of fishery research vessels. Organizational expertise and recent experience will be evaluated based upon the project examples listed in Section F of the SF330 with no more than 10 projects listed. Offerors are advised that individual task orders awarded under an IDIQ contract will each be considered as a single project, per task order. The prime A-E entity shall be included in at least 5 of the projects listed in Section F of the SF330. Projects completed within the last 5 years will be given more weight than projects completed outside of the last 5 years. Projects completed more than 10 years ago shall not be provided as relevant experience. The participation and involvement in the Section F projects of key personnel listed in Sections E and G of the SF330 will be considered. FACTOR B (25 points). Professional qualifications necessary for satisfactory performance of required services. Registered/licensed professional engineer(s) and architect(s), as permanent staff of the prime OR through a clear demonstration of the prime managing these professionals in teaming and subcontracting arrangements, including a historical working relationship with the proposed team member or subcontractor for services relevant to this requirement. The evaluation will consider certifications, education, training, registration, overall and relevant experience, and longevity with the firm using information provided in Section E (Resumes of Key Personnel) of the SF330. Resumes provided in section E shall be limited to 2 pages each. All relevant project experience of individuals will be considered. The matrix in Section G of the SF330 showing experience of the proposed key personnel on the projects listed in Section F will also be used as part of this evaluation. FACTOR C (25 points). Past performance on contracts with Government and/or private industry clients for similar services to this requirement in terms of type of vessel, contract size, and type of services performed. Elements to be considered include are quality of work, cost control, and compliance with performance schedules. Information provided with the submission as well as a review of the Contractor Performance Assessment Reporting System (CPARS) system will be the basis of this evaluation. The offeror is responsible for ensuring that all pertinent past performance information is cited in Section F of the SF330. References and letters of recommendation from clients addressing your firms cost control, quality of work and schedule compliance capabilities may be included in Section H of the SF330. Contracts referenced and information presented as evidence of past performance shall be for projects completed no more than 5 years before the due date of this request for qualifications. FACTOR D (5 points). Location and/or knowledge in the Great Lakes Basin. FACTOR E (5 points). Extent of participation of Small Businesses, Small Disadvantaged Businesses, HUBZone, 8(a), Women Owned, and Service-Disabled Veteran Owned Business on the proposed contract team, measured as a percentage of the estimated effort. SUBMISSION REQUIREMENTS: Interested parties who desire consideration and meet the requirements described in the announcement are invited to submit a completed SF330 Parts I and II for the prime A-E firm and Part II for each subconsultant. Registration at SAM.gov is required prior to contract award. Failure to be registered at SAM.gov may render your firm ineligible for award.
