Description
Notice of Intent to Sole Source for�Consultant Services The National Institutes of Health (NIH) intends to issue a change order to Mission Critical Partners to extend the term of an order for consultant services. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the required services as no other source has been identified who can provide the requirement listed below without incurring duplicate costs. The purpose of this notice is to inform the public that the National Institutes of Health, Emergency Communications Center (ECC) intends to issue a change order to extend the term of an exisitng order to Mission Critical Partners (MCP) to continue services to assist with the implementation of the recommendations for updating and developing operational policies, procedures, quality assurance, and training.� These updates and developments shall increase operational efficacy, standardize ECC operations, and elevate the overall quality of emergency response services provided to NIH.� SER commissioned for a high-level assessment of its ECC organizational structure, operational configuration, staffing, training, quality assurance (QA), leadership, performance management, and technology. The assessment was completed in with recommendations to reorganize the ECC under the Division of Emergency Management (DEM).� In response to the recommendations provided in the assessment of the NIH ECC, a reorganization moved the ECC from the Division of Police to the DEM. �DEM wants to leverage change management principles to build on the momentum of the reorganization to prevent outdated operational approaches from becoming entrenched in the newly formed branch.� Current ECC operations are below national minimum standards and may present increased risk and liability to NIH.�� � To continue the additional areas for improvement recommended in the audit, DEM needs further support to establish and implement the recommendations. �MCP�s assessment served as preliminary work towards the goal of overhaul and restoration of ECC�s operational integrity.� Expeditiously updating the ECC�s policies and procedures, quality assurance program, and training program will elevate ECC operations to align with national public safety communications standards.� �Additional time is needed to implement the recommendations and satisfy the requirement. Soliciting a different vendor for this requirement would delay the implementation of the recommendations and would result in the duplication of effort and cost.� This notice is not a request for competitive quotes.� However, any party that believes it can meet the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. �A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.� Correspondence in response to this notice must include SS-NIH-6437865 in the subject line. It is anticipated that an award will be issued approximately five (5) days after�the date of this notice unless the Government determines that another organization ghas the capability to meet this requirement. Please email responses to no later than 12:00 p.m. EST on Tuesday, September 6, 2022.�
