****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Sunburst Sensors, LLC, �1226 W. Broadway, �Missoula, MT 59802 . � �****The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA) Pacific Marine Environmental Laboratory (PMEL) has a need to obtain SAMI-pH sensor is an autonomous indicator-based sensor for measurement of seawater pH. range 7-9; Accuracy +/-0.005; drift of <0.002 pH units. It is necessary to maintain an essential capability for theoretical analyses, exploratory studies, or experiments in any field of science or technology. This sensor is the only commercially available pH sensor capable of making the required accuracy and precision, a determined essential capability. The SAMI-pH has been endorsed by the International Ocean Carbon Coordination Project (IOCCP). It is the only sensor that interfaces with our MAPCO2 instruments that are currently deployed on moored buoys in the Atlantic and Pacific Oceans. The PMEL carbon group already owns around 38 SAMI pH sensors. Moving to a sensor with a different form/fit would require engineering to design and manufacture mounting brackets for at least three different types of moorings causing unnecessary financial harm to the government. Delivery:� 45 � 60 days ARO ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
