- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) to procure a subscription for 25 licenses for a web-based acquisition news, research, analysis, and training tool service through the Virtual Acqusition Office (VAO) as prescribed in FAR 16.505(b)(2)(i)(B). Specifically, the Government will procure this from Unison Virtual Acquisition Office, LLC. VAO is the only source who offers the required services. VAO provides access to templates, checklists, strategies, analyses, and other knowledge tools to assist contracting professionals in executing their workload in accordance with law, regulation and good business judgment. The online repository of resources and training opportunities includes monthly webinars and other ad hoc trainings which allow users to earn continuous learning points. Furthermore, VAO has an extensive database and toolkit with multiple acquisition resources. VAO allows subscribers to stay current with the changes, challenges, trends, and opportunities in the Federal acquisition community. Currently USAMRAA staff are subscribed to the VAO through a contract with the U.S. Army, however, the USAMRAA will be transitioning to the Defense Health Agency (DHA) as of 1 October 2022 and therefore the ability to access this vital acquisition service under the Army contract will be severed. The importance of the USAMRAA�s continued access to VAO as it transitions to the DHA is vital. The ability for USAMRAA staff to have access to a resource which provides verified information on acquisition policies, regulations, and legislations will impact USAMRAA�s ability to stay policy compliant. USAMRAA will be optimized into the DHA in fiscal year 2024, however, the need to have access to acquisition information provided by the VAO to include acquisition news, special acquisition publications, and training opportunities until USAMRAA is fully optimized into DHA is mission essential. Without a subscription to the VAO, USAMRAA risks delayed notification and updates on regulatory requirements which may result in re-work of critical acquisition documents or non-compliant awards. This announcement fulfills the synopsis requirements under FAR 5.102 (a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source requirement. Interested concerns must identify their capability in writing to the above email address listed above no later than 1:00 PM ET, 15 September 2022.
