- ****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with YSI Inc., 1725 Brannum Lane, Yellow Sprins, OH, 45387. � �****The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA) Pacific Marine Environmental Laboratory (PMEL) has a need to obtain two Aanderaa branded Seaguard II platforms for measuring ocean current and other environmental variables. The EcoFOCI group at PMEL has been conducting oceangraphic research in the waters of Alaska for over 30 years. During much of this time they have used Aanderaa RCM current meters. The modern equivalent to these current meters is the Aanderaa Seaguard II. EcoFOCI has developed much time and effort creating a data processing scheme for these instruments. These are single point current meters and integrate well into EcoFOCl's typical subsurface mooring designs. They can be mounted inline with other instruments which is not typical of all current meters. No other maker of single point current meters that can mount in-line on a sub-surface oceanographic mooring were found. There are several profiling current meter manufacturers, but none that can measure a single depth. There are also no other platforms which can measure current, pressure, temperature and oxygen, which the Seaguard platform is capable of. Delivery:� 45 � 60 days ARO ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
