- UPDATE: NOW FULL AND OPEN - Please address the need or provide evidence that you�have the experience or expertise to handle our LPG vaporization project.� Please provide us with evidence that you�have dealt with a project like this in the past.In what�ways can you indicate you have the ability to do a project like this? We would accept a prior similar example or a detailed proposal on how you plan to accomplish the task. UPDATE ON POWER SOURCE - SEE THREE NEW ATTACHMENTS: Yes, 3 phase power is available on site. I have attached the site electrical drawings for reference. Note that the electrical panel drawings may not show all changes and will need to be site verified for accuracy. UPDATE ON SITE CONTACT: FAR 52.236-27 Site Visit (Construction) (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation.� Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) Site visits may be arranged during normal duty hours by contacting: Name:� John.Allen@noaa.gov Address:� 905 S Felton St, Palmer AK 99645 Telephone:� (907) 382-5174 (End of provision) The LPG vaporization/mixing system was installed in 2001 to provide propane backup for the natural gas emergency generator and HVAC boilers. The LPG vaporization/mixing system is equipped with a standing pilot and prone to having its pilot light blown out due to high local winds and as a result has never functioned automatically as intended.� There is no communicated indication of when the pilot light is lit and the pilot light has to be manually relit. This is problematic when it is windy. The LPG/NG automatic transfer system and gate valve manifold that provides automatic switching and control during a loss of natural gas/mixed gas delivery is also inoperable and needs to be repaired or replaced to restore automatic operation. Identified deficiencies include but are not limited to: The NWS needs the LPG vaporization/mixing system replaced to provide fully automated operation, code compliance, and equipped with an automatic pilot or electric unit. The functionality of this system is not frequently tested to ensure that it is operable. The current vaporization/mixing system is noncompliant with current NFPA standards. Provision of equipment protection in the form of vehicle bollards around the LPG vaporization system and LPG tank are needed. Freeze and wind protection measures on LPG tank, fuel distribution lines, and LPG vaporization system. The current LPG storage tank is not equipped with a remote fuel and pilot light monitoring system that can be observed from inside of the NTWC facility. To ensure adequate reserve is available in the event of natural gas disruption, it is desirable to have visibility of the LPG tank storage level and to have an alarm indicating a low fuel state. An analysis and if required the repair, and/or replacement of the dedicated propane fuel line from tank to the generator for code compliance, line sizing, and freeze protection. To replace any of the equipment or systems mentioned above at the project site, operations of the Palmer NTWC are not permitted to be disrupted. The provision of continuity of emergency power service (via temporary means) while the generator, fuel tank, and/or fuel delivery system replacement occurs will be required. The Palmer NTWC facility is in use 24/7/365 and thus this infrastructure sees use during all periods of the day and night. The generator is expected to be able to operate for no less than three (3) consecutive days without refueling while covering all critical loads tied to the system. Requirements in this section shall apply to all project stages described in the Scope of Services section. In the best interest of the project, NOAA/NWS expects the Contractor to work in collaboration with the entire Project Delivery Team. The Contractor shall provide NOAA/NWS with sound management advice regarding all services to be performed on this project under the SOW. The project goal shall be to achieve the best quality and value while controlling schedule and budget. The Contractor shall exercise due diligence to ensure that the project meets applicable requirements, codes, regulations, standards, and the project construction documents. The Contractor shall establish and maintain communication and professional relationships with NOAA/NWS agency representatives and all Project Delivery Team members throughout all project stages. Members of the Project Delivery Team include Facilities Management at NOAA/NWS Alaska Region Headquarters located in Anchorage, AK and the site team to include the Electronic Systems Analyst (ESA) and Director at the Palmer NTWC. It should be noted that the Project Delivery Team along with the Contracting Officer�s Representative (COR) do not have the authority to change costs or scope associated with the project nor can they make adjustments to the project schedule; such authority falls to the Contracting Officer (CO).
