Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This action is being processed in accordance with FAR Part 12, FAR Part 13, and FAR Subpart 19.5.� The solicitation number is 6982AF22Q000019.� This solicitation is issued as a Request for Quotation (RFQ).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06. This requirement is a small business set-aside.� The NAICS code is 334515 - Diagnostic, Measuring and Testing Equipment. DESCRIPTION OF REQUIREMENTS:� The combined synopsis/solicitation is issued by the Department of Transportation/Federal Highway Administration (DOT/FHWA), Central Federal Lands Highway Division (CFLHD). The required supplies and services shall be provided as described in the attached � Request for Quote Specification. CONTRACT TYPE: �The requirement will be awarded as a Firm Fixed-Price open market Purchase Order (PO). DUE DATE FOR QUOTES:� Quotations submitted in response this RFQ shall be received by email to Chinh Le at Chinh.Le@dot.gov no later than 1:00 PM Mountain Daylight Time, September 2, 2022, and should reference �6982AF22Q000019� in the subject line in order to be considered for award. Any submissions received after the date and time specified herein will NOT be considered for award. REQUIRED DELIVERY DATES: Base Option:� Provide Items 1 through 4 (base hardware and software) no later than 60 calendar days after the base contract award. Provide Item 4 (training) on mutually agreed upon dates but no later than June 30, 2023. Option Period (as needed), exercisable in accordance with FAR clause 52.217-9 � �Option to Extend the Term of the Contract.�:� Provide Items 5 through 6 (option hardware and software) no later than 60 calendar days after the option exercised. PRICING QUOTE:� The price quote is to be submitted as a FIRM FIXED PRICE. The Offeror�s shall propose a pricing structure in accordance with the requirements specified in Request for Quote Specification. REJECTION OF QUOTATION: Failure to demonstrate compliance will be caused to reject the quote without further discussions. All responsible sources may submit an offer and will be considered. EQUIPMENT CONDITION: �New Equipment ONLY; NO remanufactured or ""gray market"" items. All items must be covered by the manufacturer's warranty. EVALUATION / CONTRACT AWARD:� Quotes will be reviewed and evaluated in accordance with FAR 12 and terms and conditions set forth in subject RFQ. Award will be made to the firm offering the lowest price technically acceptable (LPTA) solution. Firms not submitting complete quotations will be considered non-responsive to this request for quote. The Government intends to make a single award for the entire project. Submission of a quote implies the vendor agrees to these terms & conditions. Contractor shall also maintain an active System for Award Management (SAM) Profile. 52.212-2 Evaluation�Commercial Products and Commercial Services (Nov 2021) ����� (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Priced Technically Acceptable � quote must match technical specifications as stated in Section B to be deemed technically acceptable ����� (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). ����� (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
