Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs, West Haven, CT, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Steris Corporation, or their direct subsidiary for AMSCO 600 Prevac Steam Sterilizers. Steris Corporation, or their direct subsidiary is the only entity in the United States authorized by Steris to provide Steris instruments. Only Steris has technical service representatives and on-going factory training and regular technical updates, as well as having direct access to original manufacturer parts to maintain Steris instruments. No other vendors can be considered. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can provide an equivalent service and are authorized may submit a capability statement to the contracting office no later than August 10th, 7AM, EST. Interest/capability statements may be sent to Ed Sullivan at edward.sullivan@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. STATEMENT OF WORK GENERAL INFORMATION 1.  Title of Project:  Steris Steam Sterilizers                 2.  Scope of Work:  The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified.  The objective of this project is to obtain two new AMSCO 600 Prevac Steam Sterilizers from Steris, including the installation and removal of older units.         3.  Background:  The VA Connecticut Healthcare System has an urgent need for new steam sterilizers, to ensure the reliable, and continued operation of the medical center sterile processing service. The facility has received funding for a new SPS due to ongoing major operational deficiencies. The deficiencies are primarily due to facility steam quality and age of the current sterilizers. The SPS department must be operational and fully functional to support current patient care needs. To sterilize RMD to the standards of VHA Directive 1116 (2), new sterilizers are needed.                4.  Performance Period:  The period of performance is delivery upon manufacture.   5.  Type of Contract:  Firm-Fixed-Price 6.  Place of Performance: Sterilizers are to be delivered to the West Haven campus for VA Connecticut Healthcare System. Vendor will provide the installation, as well as, the removal of the older units. C.  REQUIREMENTS Model 1563V-1 includes: High capacity, fully-jacketed, 316L stainless steel chamber validated for processing up to (15) 25lb instrument trays (375lbs) Durable rigid chamber insulation cover Vertical sliding door with pneumatic drive Steam activated gasket with 2-year warranty Clean steam-ready with stainless steel piping for steam delivery Durable, low maintenance pneumatic valves and 2- stage vacuum pump Secure, proprietary microprocessor control 8.4 high resolution touch screen display Thermal printer with easy load, long life paper USB port for data download 45kW integral stainless-steel generator for clean steam (requires RO/DI water) AMSCO® 600 Sterilizers 26.5"" x 26.5"" x 63"" Single Door Recessed
