- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13 and Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. SOLICITATION #: W912BU22QEAL � McFarland EAL - Mobil SHC Aware H68 Hydraulic Fluid This combined synopsis/solicitation is issued as a Request for Quotes.� A Firm Fixed Price type contract will be awarded. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022- 17069 effective 08/10/2022. This combined synopsis/solicitation is being issued as a 100% Small Business Set Aside. NAICS:� 324191 **Contractors are instructed to price each CLIN individually** CLIN 0001 � Mobil SHC Aware H68 Hydraulic Fluid (6) (55-gallon) drums The contractor shall provide thirty-seven (37) 55-gallon drums of Mobil SHC Aware H68 hydraulic fluid. The drums shall be delivered secured to heavy-duty wooden pallets, no more than 3 drums per pallet. (6) drums of the hydraulic fluid are to be delivered by truck to the following location:� ����������� Fort Mifflin Distribution Center (FMDC) � � � � � � U.S. Army Corps of Engineers ����������� 6400 Hog Island Road ����������� Philadelphia, PA 19153 �� ���������� P.O.C.: �Mr. Richard J. Burns, Superintendent ����������� (215) 365-5095, richard.j.burns@usace.army.mil ����������� P.O.C:� Mark A. Saylor, Project Manager ����������� (215) 964-4202, mark.a.saylor@usace.army.mil The anticipated delivery shall be 17 October 2022. The Government will provide off-loading services upon receipt of the six drums at FMDC, between 0730 and 1430 Monday through Friday, excluding any Federal holidays. Delivery of the drums to FMDC shall be coordinated through Mr. Burns.� The contractor is required to give Mr. Burns three working days (Monday through Friday) notice of a delivery so that adequate staff and equipment is available to offload the drums. CLIN 0002 � Mobil SHC Aware H68 Hydraulic Fluid (31) (55-gallon) drums The drums shall be delivered secured to heavy-duty wooden pallets, no more than 3 drums per pallet. The remaining thirty-one (31) drums shall be made by the contractor (FOB Delivered) to the following location: ����������� � � � � � � Dredge McFarland ����������� Colonna�s Shipyard, Inc. ����������� 400 East Indian River Road ����������� Norfolk, VA 23523 These drums shall be clearly marked on the top and side of each drum with �Dredge McFarland EAL�. The anticipated period of performance for delivery shall be 17 October 2022. Colonna�s Shipyard will provide off-loading services upon receipt of the 31 drums, between 0700 and 1530 Monday through Friday, excluding any Federal holidays. The Government requires delivery of all 37 drums to be made within 45 calendar days after award of this order. The contractor shall furnish all required labor and services necessary to load the drums on the trucks for shipment to FMDC and Colonna�s Shipyard.� The cost of the shipment of the drums shall be included in the total cost bid. FAR 52.212-1 � Instructions to Offerors Provision Addenda:� All quotes shall include the following minimum information:� Cage Code, Unique Entity ID, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule.� IAW FAR 52.204-7, prospective vendors must be registered in the SAM database prior to contract award.� Lack of SAM registration shall be a determining factor for contract award. Prospective vendors should visit the SAM website at https://www.sam.gov This solicitation is issued as a request for quote using FAR Parts 12 Commercial Items and 13 Simplified Acquisition Procedures. Firms interested in this opportunity should submit a quote with the following information: Delivery Date, unit prices for each CLIN, total price, product specifications, warranty terms, etc. Contractors are instructed to price each CLIN individually. All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise, it will be considered non-responsive. Only acceptable quotes will be evaluated. Suppliers should annotate within their quote specifications relating to the items quoted. Insufficient information may lead to a quote being considered non-responsive. FAR 52.212-2 � Evaluation � Commercial Items: All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise, it's considered non-responsive. Only acceptable quotes will be evaluated. The following are the evaluation criteria: 1. PRICE a. Quoted total cost for the hydraulic fluid. Total cost includes all direct and indirect cost of delivering the 37 drums. The offeror shall provide pricing for CLIN 0001 and CLIN 0002 in the quotation FOB Destination. The Contract Specialist shall review the quote. Price will be evaluated for fairness and reasonableness. 2. TECHNICAL CAPABILITY a. Supplier will provied described supply and will not suggest substitutes.�� 52.212-3�Offeror Representations and Certifications�Commercial Products and Commercial Services.
