- REQUEST FOR INFORMATION (RFI): SPE602-22-RFI-1002 DLA Energy � Bulk Petroleum Products F76 Lubricity Improver Additive (CONUS) DLA Energy is seeking capability information from interested parties who can meet a need for the requirements as defined below.� This RFI is for market research purposes only, assists with acquisition planning, and does not constitute a request for proposal(s), a solicitation, or a request for quote(s).� If determined appropriate, a draft solicitation may be posted in the September 2022 timeframe followed by a synopsis and solicitation around October 2022.� We are contemplating a fixed price with economic price adjustment contract(s).� In your response, please provide any price escalator that you have use and/or have used in supplying LIA to customers. �All responsible sources are encouraged to submit a response to this RFI. All information received will be considered. Failure to respond to this RFI does not preclude a firm from offering on any resultant solicitation.� The NAICS for this RFI is 324191, Petroleum Lubricating Oil and Grease Manufacturing. The purpose of this RFI is to identify qualified vendors who are interested, responsible, and capable of providing Lubricity Improver Additive (LIA) (MIL-PRF-32490)(NSN: 9140-016042853) for F76, Naval Distillate Fuel (MIL-DTL-16884) (NSN: 9140-002732377). There are three grades of LIA Additive on the Qualified Product List (QPL).� Only Grade A and B are authorized for bulk storage at DLA facilities. �LIA conforming to MIL-PRF-32490 is the only approved additive for the improvement of lubricity in MIL-DTL-16884; two grades of the additive have been evaluated for bulk procurements - Grade A and B. �The QPL number is QPL-32490. All LIA products considered in this RFI must be listed on the QPL (link: http://qpldocs.dla.mil/) by the date of award.
