- �This is a COMBINED SYNOPSIS/SOLICITATION for commercial items using the procedures outlined in both FAR Subpart 12.6, Acquisition of Commercial Items and FAR Part 13.5, Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Solicitation number N0018922QR070 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through�Federal Acquisition Circular 2022-07 and the Defense Federal Acquisition Regulations (DFARS) updated 23 June 2022. This requirement is being set aside for Woman Owned Small Business and only qualified offerors may submit quotes. The North American Industrial Classification System Code (NAICS) is 611430 with a standard size of $12.0 Million. �NAVSUP Fleet Logistics Center (FLC) Norfolk intends to issue a purchase order for NAVSUP Leadership Development Program, Leadership Training and Executive Coaching. The RFQ is provided as an attachment. The Government contemplates an award of a Firm Fixed Price purchase order.� The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation represents the best value to the Government after a comparative evaluation of the quotes. The award determination will consider both price and non-price factors and the Government reserves the right to award to other than the lowest price. As a result, the following factors shall be used to evaluate offers: Performance Approach Management Approach Past Performance, in addition to reviewing information provided in the quote, the Government will also review CPARS. Price � Evaluation may include, but is not limited to, the price analysis techniques listed at FAR 13.106-3 This announcement will close at 3:00 PM EST on 7 Sep 2022.
