Disclaimer: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAR FAC 2022-07 August 10, 2022. For purposes of this acquisition, the associated NAICS code is 334516. Line Item Structure: The following is a contract line item number(s), quantities and units of measure, (including option(s), if applicable): Line Item 0001 � One (1) Ultra Centrifugal Mill Line Item 0002 � One (1) Larger Capacity Knife Mill Line Item 0003 � Two (2) Smaller Capacity Knife Mill Background The elemental analysis group within The San Francisco Lab (SANFL) has over two decade of experience analyzing toxic elements in various commodities. In order to analyze any sample, sample need to be composited to a homogenous fine powder or slurry by different sample prep tools. Objectives The Food and Drug Administration (FDA) requires One (1) Ultra Centrifugal Mill and Two (2) different capacity knife mill and accessories for sample composite step to get sample prepared for regulatory work in its elemental analysis program and nutritional program.� The equipment will be used for processing samples for the following types of analyses: food, feed, drugs, cosmetics, consumer complaints, and FERN samples for toxic metals, nutritional metals, and other elements at SANFL. Requirements The Contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW).� The Contractor shall provide One (1) Ultra Centrifugal Mill and One (1) larger capacity knife mill system and Two (2) smaller capacity knife mill and accessories that meet or exceed the requirements listed below: Salient Characteristics/Technical Requirement: For Ultra Centrifugal Mill, the Contractor shall provide: 1.���������� PowerDrive with a speed range from 6000 to 23000 rpm. 2.���������� Rapid and gentle grinding in two steps (rotor/ring sieve system). 3.���������� Push-fit system without screws. 4.���������� Prevention system of overloads by feeding the sample too quickly. 5.���������� Accessories of both stainless steel and titanium or titanium-niobium coating. 6.���������� Be a bench top unit with dimension 452 x 431 x 426 mm. 7.���������� Be easy insert and removal without tools. 8.���������� Able to connect to vacuum, cyclone, and receptacle to process larger quantity. For Larger Capacity Knife Mill, the Contractor shall provide: 1.���������� Perform both wet and dry grinding and be able to grind materials to a particle size < 400 um. 2.���������� Have a volume capacity of at least 4 L. 3.���������� Operate at user-controlled speeds up to 4000 rpm. 4.���������� Be a bench top unit. 5.���������� Have option of be stainless steel or be non-metal (either glass or plastic is acceptable). 6.���������� Knife blades shall be a material other than stainless steel.� Titanium or titanium-niobium coated blades are acceptable. 7.���������� Be dry ice compatible. 8.���������� Operate both clockwise and counter-clockwise modes.� 9.���������� Be able to store 10 SOPs 10.������� Be able to set grinding time of 5 seconds to 3 minutes. 11.������� All grinding tools (blades, container) shall be autoclavable. For Smaller Capacity Knife Mill, the Contractor shall provide: 1.���������� Be able to perform both wet and dry grinding and be able to grind food/feed materials to a particle size < 300 mm.� 2.���������� Have a volume capacity of up to 700 mL. 3.���������� Have a speed setting of 2000 to 10000 min with boost function allows for short-term speed increase to 14,000. 4.���������� A bench top unit. 5.���������� The grinding container shall have option of be stainless steel or be non-metal (either glass or plastic is acceptable). 6.���������� Knife blades shall have option of a material other than stainless steel.� Titanium or titanium-niobium coated blades are acceptable. 7.���������� The knife mill must be dry ice compatible.� 8.���������� Be able to store 8 Standard Operating Procedures and 4 program sequences. 9.���������� Be able to set grinding time of 1 seconds to 3 minutes. 10.������� Have a user-friendly 4.3� touch. 11.������� All grinding tools (blades, container) must be autoclavable. The contractor shall ensure the following: ������������ Equipment shall be delivered with all necessary supplies and accessories required for installation and start-up including standards for verifying equipment performance. ������������ FOB Point destination to include inside delivery and clean-up of area after installation. ������������ Equipment must be a newly manufactured unit, not used and refurbished or previously used for demonstration. ������������ Equipment shall be warrantied for parts and labor for at least 12 months from the date of installation. The vendor shall also be capable of servicing the instrument through the covered warranty period and shall include at a minimum: coverage on all non- consumable items and parts including base instrument, factory-certified replacement parts, engineer labor and travel costs.
