Description

The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to solicit, negotiate and award on a sole source basis a purchase order with Edgetch, LLC for the procurement of Edgetech Port LF Acoustic Releases for the Hawaiian Humpback Whale National Marine Sanctuary (NMS), in Kihei, HI. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to award a purchase order to Edgetch, LLC for the procurement of Edgetech Port LF Acoustic Releases for the NMS based on their compatibility in form, fit and function with already existing systems. This project to monitor the marine acoustic environment, also known as the soundscape, of national marine sanctuaries has been ongoing for the previous three (3) years using previously acquired equipment including standardized and compatible acoustic releases. As part of this effort, acoustic releases are required and used to create bottom-anchored moorings for acoustic recorders used to obtain recordings. The acoustic release allows the mooring package to be recalled to the surface from depths greater than those accessible by conventional diving. This project uses bottom-moored acoustic listening devices within in order to detect the presence of humpback whales and other marine life. The recorders are deployed for periods of eight to twelve months at a time. The moorings consist of an acoustic recorder, an acoustic release, a float and an anchor. The recorders are programmed to record for the duration of the deployment period and are recovered or refurbished at the end of each deployment period. The acoustic releases and accessories needed for this project have a proven track record for deployments and recoveries in coastal environments. They need to have a reliable release mechanism proven to function in environments that experience high biofouling and or sediment build up. The required supplies are to supplement and/or replace existing acoustic releases and must have the compatible hardware in order to be released using the existing transmitter from the same company. Additional costs would be incurred to the government in order to test and replace the existing systems. Manufacturers that propose a solution using other than Edgetch, LLC must furnish detailed specifications and descriptions�that conform and are compatible with those listed in the Statement of Need as included in the attached solicitation in order to demonstrate their capability to provide the required supplies that satisfy the Government�s needs. To be considered, interested parties must be able to demonstrate their ability to provide comparable components that meet the specific characteristics of the Edgetech Port LF acoustic release system. Capability information shall include, at minimum, name, telephone number, address of customers for which you have previously furnished the required supplies, and a detailed narrative that describes your ability to provide the required supplies as specified. The Government will give price preference to US made products. Interested parties must respond via email to Nikki.radford@noaa.gov prior to the closing of this notice. The NAICS code for this requirement is 334511. The government intends to solicit and negotiate with the only known source (Edgetech, LLC) that can provide the Edgetech Port LF acoustic releases and associated components. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this posting without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to open competition to businesses other than Edgetech, LLC. All contractors doing business with this Contracting Office (Eastern Acquisition Division � Kansas City) must be registered with the System for Award Management (SAM) website and have a current verifiable Unique Entity Identification (UEI) number.
