- RFP Section E states that this requirement will include distribution of audio, video/TV, digital, and print advertisements. This infers that the actual media buy/placement should be included in the price proposal. However, it would seem premature to include costs for media placement when the strategy is unknown and/or would require the ability to pivot. Additionally, RFP Section E states that the contractor should plan to work with the VA upon award to propose media mix. The latter statement supports the idea that costs of media placement should be excluded from price proposals. Can the VA please clarify if offerors should include the costs of the media buys (specifically for radio and television) within their price proposals? no! There will be no media buys as a part of this contract. distribution of audio, video/TV, digital, and print advertisements. does not infer that the actual media buy/placement should be included in the price proposal. All the media buys are done through our contracts with the media companies or government purchase card if we run a specified campaign not in our current contracts!. During the year we create new content and change the ads we run depending on what our mission focus is at the time. The contracts responsibility for this line item is to provide the new content to our media partners as we launch new campaigns. RFP Section A (General Information) item number 2 states VISN 1 is looking for an organization that is based in the New England Market. Can the VA please confirm that the prime contractor must be based in one of the six New England states? primary reason for a local vendor being located in one of the Six New England states is to ensure the contractor has an in-depth understanding of the local markets. Can the VA please explain why the previous version of the solicitation for this requirement (36C24122Q0826), which was released as a SDVOSB set-aside, was cancelled? No
