Description
NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO�COMUNIDADES INDIGENAS EN LIDERAZGO, CORP. (CIELO) This is not a Request for Quote. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a Labor Hour (LH) Purchase Order on a sole source basis to COMUNIDADES INDIGENAS EN LIDERAZGO, CORP (located at 5854 Denver Avenue, Los Angeles, California, 90044) for over the phone interpretation, translation, and transcription services for indigenous languages from Mexico and Central/South America and cultural awareness education services. This requirement includes immediate and on-demand services for the following languages: K'iche, Akateko, Q'anjob'al, Tzozil, Maya Yucatec, and Zapotec. The requirement is classified under NAICS Code 541930 � Translation and Interpretation Services, under which the SBA has determined that WOSB concerns are underrepresented in Federal Procurement. In accordance with FAR 19.15, this requirement has been set aside as an acquisition to be made under the Women-Owned Small Business (WOSB) Program. Further, Market Research conducted by OAQ and ERO determined that only CIELO can meet the entire requirement in the required timeframe. Award will be made under the authority of FAR 6.302-5:�Authorized or required by statute and referencing FAR 19.1506, Woman-Owned Small Business Program sole source Awards. A request for a written quotation will be submitted to CIELO and award is anticipated to be made on or before September 16, 2022. This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future will be in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 4:00 PM Eastern Standard Time on September 13, 2022, by email to Corey.Soileau@ice.dhs.gov; no telephone communications will be entertained. The subject line in the email shall state �Response to Notice of Intent 192122FHQCMDILP01 � Indigenous Language Interpretation and Cultural Awareness Services� All information submitted should support the offeror�s capability to provide ALL of the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award.
