Description
Headquarters Kosovo Force (HQ KFOR) intends to issue an Invitation For International Bidding (IFIB) for the provision of maintenance support at Camp Film City, Pristina, Kosovo. U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government, and 4) have performed at least two contracts within the last five years substantially similar in scope and magnitude to the requirement described in the solicitation with a minimum duration of 12 months each. Joint Ventures or any type of temporary grouping of companies will not be considered eligible to participate in this bidding process. Only bidders that hold a current and valid Data Universal Numbering System (DUNS) number and that have the related Dun & Bradstreet (D&B) report or equivalent document that does not highlight significant risk of business failure will be considered eligible for contract award. The reference for the IFIB is IFIB-ACO-KFOR-22-24 and all correspondence regarding the IFIB should include this reference. � This is a Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract.� Partial bidding is not authorized SUMMARY OF REQUIREMENT The purpose of this requirement is to obtain comprehensive high-quality maintenance services in Camp Film City and associated areas of responsibility. The contractor shall furnish all labor, supervision, tools, materials, equipment, incidental engineering, transportation, quality control, and management necessary for the operation, maintenance, repair, and alteration of facilities and related systems and equipment located at HQ KFOR Camp Film City and sub-sites. The contractor shall manage the total work effort associated with the operations, maintenance,�repair, and all other services required herein to ensure fully adequate and timely completion of these services. BECOMING ELIGIBLE TO BID�� � NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: - the title and/or solicitation number of the contract - the name/phone/FAX/email of the company point of contact for the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 03 October 2022 HQ KFOR issues IFIB (planned): 11 October 2022 Bidding will take place vis the ACO Electronic Bidding Portal: https://aco.procureware.com �Firms are encouraged to register with the Portal before the IFIB is due to be released. Bid closing (planned): 17 January 2023 Period of Performance: One Base Year from 13 May 2023 to 12 May 2024 + four (4) one�year options, subject to Contract Authority approval from the NATO Budget Committee.
