Description
Sources Sought � American Compressor Company (ACC) Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a Universal Highpack High Pressure Air Compressor (HPAC) that has equal performance and listing/approval requirements to the following American Compressor Company (ACC) HPAC products. This notice seeks products that have equal performance and listing/approval requirements as the ACC HPAC products below, but that are not manufactured by ACC. FY23 MCON P-209 Dry Dock 3 Replacement, Joint Base Pearl Harbor-Hickam, Hawaii requires products similar to the following items: HPAC Model 55H75 manufactured by American Compressor Company, 10144 Freeman Avenue, Santa Fe Springs, CA 90670 (2 total) High pressure, five stage, five-cylinder, direct air cooled, oil lubricated, reciprocating compressor with crankshaft driven oil pump, low oil pressure switch, oil pressure gauge, full flow oil filter, inlet filter, intercoolers and aftercooler, separators, safety valves, gauges and drain valves. Provide minimum 85 SCFM at 5,100 PSI at -70 degrees F dewpoint without low pressure air source and refrigerated air dryers used for pretreatment. Equipment will operate in ambient air conditions at installation location on shore at Joint Base Pearl Harbor-Hickam. Air must meet requirements of CGA 7.1 Grade E. National Electrical Manufacturers Association (NEMA) Premium Efficiency 75 HP motor 460-volt, 3-phase 60Hz TEFC motor. V-belt drive enclosed by OSHA-compliant belt guard. Factory packaged unit with integral condensate collection and safety control systems. Intercoolers after each of the first four stages and aftercooler following last stage. Coolers complete with moisture separator, safety relief valve, pressure and temperature indicators, and automatic drain valve. Crankshaft driven fan for cooling air for all coolers. Time-controlled pneumatically operated automatic condensate drain valves for each cooler. Condensate collection system complete with EPA-required 15-gal hazardous material collection tank and manual drain valve. All equipment mounted and interconnected on a structural steel base with forklift slots. A UL Listed NEMA 4 control panel includes main disconnect circuit breaker, motor starter and Programmable Logic Controller.� Indicators include power on, reverse phase, unit run, motor failure, low oil pressure, low suction pressure, high suction pressure, high discharge pressure, and high discharge temperature.� Pushbuttons include start, stop, lamp test, annunciator reset and a hard-wired emergency stop.� Controls shall be capable of communicating with the existing NAVFAC Hawaii Industrial Commodities SCADA system manufactured by HSQ Technologies. High Pressure control receiver, 1.5 cubic foot, 7000 PSI ASME receiver with safety relief valve, drain valve and 1/2� NPT discharge line service valve. Purification system consisting of a dehydration / purification rack, priority valve, upstream and downstream pressure gauges and drain.� One mechanical separator and two coalescing filters remove oil and water droplets.� Six molecular sieve cartridges remove oil and water vapors.� Two combination cartridges use a catalyst to convert carbon monoxide into carbon dioxide and activated carbon to remove odors.� Each cartridge has a particulate filter to prevent passage of particles downstream.� The coalescing filters have a manual filter drain piped into the condensate tank for collection and disposal. Air quality monitor rack will include dew point analyzer, Carbon monoxide monitor, high capacity cartridge-type final filter, and a high pressure air manifold with double block and bleed valves.� All are mounted on a free-standing skid.� Interconnecting control cable and high-pressure air hose are included.� Auto shutdowns and indicating lights for high dewpoint and high carbon monoxide will be added to the control panel. Cooling airflow 10,000 cfm per compressor.� Heat load is 200,000 BTU/HR per compressor. Air Quality Requirements are as follows: HIGH PRESSURE AIR SYSTEM AIR QUALITY TO MEET U.S. NAVY� DIVING BREATHING AIR REQUIREMENTS LISTED BELOW: % OXYGEN, BALANCED PREDOMINATELY NITROGEN:� 20-22% CARBON DIOXIDE (PPM):� 1,000 MAX CARBON MONOXIDE (PPM): 10 MAX TOTAL HYDROCARBONS [as Methane (CH4) by volume]: �25 PPM MAX ODOR AND TASTE: �NOT OBJECTIONABLE OIL, MIST, PARTICULATES: �0.005 mg/l or 5 mg/m� MAX WATER: �-70F DEW POINT, 34 PPM OR 0.027 MG/L MAX HALOGENATED COMPOUNDS: �0.2 PPM MAX This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures.
